"Tolerance, Respect and Human Rights 2001" Seminar will be held in Prague on 17-21 May 2001. The Central and East European Law Initiative (CEELI) of the American Bar Association is currently recruiting for a number of positions, both short-term and long-term (one year) in Eastern Europe and the former Soviet area, including Central Asia. Most positions are for American-trained  attorneys but some are for Central Europeans. IREX has announced a third Grants Competition to support Crisis Centers for Women in Russia The goal of the project is to strengthen Russian institutions that "provide crisis counseling and legal services to victims of domestic violence, that raise awareness of domestic violence issues among specialists and the general public, and that promote alternatives to violence." Applicants may request between $1,000 to $10,000 in USAID funding for projects covering a period of up to nine months. Proposals will be accepted at the IREX office in Moscow only. Project Harmony's Program for Internet Community Development ICD in the Caucasus aims to develop two distinct online communities -- one serving the development of small businesses, the other serving organizations that aid refugees and internally displaced persons. The program hopes to create multi-language online resources such as: online newsletters;  discussion lists; e-mail conferences; interactive websites; and online events such as web chats and teleconferences. IREX Contemporary Issues Fellowship Program announces a new round of  competition for the . The program is for citizens of the NIS with the equivalent of a Masters degree "to conduct research, write studies, gain experience and develop contacts in the United States with the goal of playing an active role in sustaining the transition to democracy, open markets, and civil society in their home country." Corruption: A Threat to World Order is the title of the eighth annual conference of the International Police Executive Symposium (IPES), to be held May 27-30, 2001, in Szczytno, Poland. Papers are invited on the topic by February 10, 2001, from police and justice practitioners and scholars who might wish to attend. Posted October 5, 2000.

Johns Hopkins International Fellows in Philanthropy affords an opportunity for advanced study, research, and training for up to eight participants each year who are involved in studying or managing private, nonprofit, or philanthropic organizations outside of the United States, or working as NGO liaisons in the public or commercial sectors. Fellowships in International Human Rights are offered by Human Rights Watch. Two of the fellowships are open to recent graduates of law schools or graduate programs in journalism, international relations or area studies from any university worldwide. In After Kosovo and Chechnya, Russian Duma representative and former Human Rights Commission head, Sergei Kovalev, reflects on the two conflicts and their implications for world order. He calls on Council of Europe members to "utilize the international judicial mechanism they have at their disposal...[to] initiate a suit through the Strasbourg Court on Human Rights so that Europe and Russia could investigate the human rights abuses and violations of the humanitarian rules of war in Chechnya..." The Academy of State and Social Construction under the president of the Republic of Uzbekistan, established in 1995, seeks international partnerships. The academy aims to improve the training of high and middle rank public officials as well as NGO leaders in Uzbekistan. It envisions "the transmission of state functions to non-government structures step by step, providing of pluralism and freedom of speech." E-mail should go to F. I. The Oak Institute for the Study of International Human Rights at Colby College (Maine) is soliciting nominations for the Oak Human Rights Fellowship for the fall of 2001. The institute will favor applications from practitioners in the field of gender and international human rights. Posted September 7, 2000.

At least five funds have been created for the families of the 118 sailors who died in the Kursk accident in the Barents Sea. Two are managed by the state, two are connected to nongovernmental organizations with many years of experience in philanthropy, and a fifth is sponsored by an association of naval officers. Alex Goldfarb, a scientist associated with NYU and the Public Health Research Institute (PHRI), is a native of Russia and highly experienced in administering private aid there. He is working with Boris Berezovsky and Alexander Rutskoi (of 1993 Duma -Yeltsin showdown fame) to raise funds for the charitable fund Podlodka Kursk ("Submarine Kursk"). This summer a popular singer was killed in Lviv after refusing to sing in Russian instead of Ukrainian. Language and Nationalism in Post-Soviet Space is an essay by Taras Kuzio, from  RFE/RL's Newsline, analyzing the politics of language in each of the former Soviet republics. The Uyghur Human Rights Coalition has formed in order to protest "gross human rights violations" against the indigenous Uyghurs of the Xinjiang region of China. It asks Beijing to release, immediately and unconditionally, "famous Uyghur businesswoman/political prisoner Rebiya Kadeer." Several million Uyghurs live in eastern Kazakhstan and western China.
