The Svanhovd Environmental Center (SEC) is located above the Arctic circle in the Pasvik region of Norway which is in close proximity to Russia and Finland. Programs and projects include the Environmental Telecommunications Project, Eurasian Snow Leopard Project (ESLP), the EurasianEnvironmental E-mail Directory and newsletters.

A part of the Pacific Northwest National Laboratory, the purpose of the AISU is one of an international energy and environmental problem solver, assisting those countries in economic transitions create independent energy efficiency centers.
