  • The center of public access is open at the Committee for human rights protection of the Tatarstan Republic, as the population of City and Republic daily addressing there for help gets an additional opportunity to receive the necessary information on the problem, on having taken Internet opportunities.
     
  • Center of public Internet access at the Tatar Institute of assistance to business (TUAB), Kazan, Mushtary street, 13, administrator is Tatiana Kurdukova

  • There is no more inquisitive part of a society, than youth, that is why this center of public Internet access was open at the Tatar Institute of assistance to business (TIAB) building
     
  • Center of public Internet access at the Kazan State Technical University, building N7, Address: Kazan, Bolshaya Krasnaya street, 56, administrator is A.Tcherniavsky.

  • This center of public access worked prior to the project beginning: it uses a huge popularity in the city. Now there is a free-of-charge Internet access opportunity for visitors, from 13 till 17 o'clock daily, except for day off and holidays and 30 minutes are given to every person interested.
     
  • Center of public Internet access at the Kazan Sofia Church. Address: Kazan, Bolshaya Krasnaya street 3, administrator is Alaxandra Malova.

  • This center is intended for the most young project participants, Orthodox church Scouts. Needy population sections children work at this center. Without this center of public access they hardly could learn the computer and the Internet.
2. How many PAPs will be open in the nearest 3 months, 6 months, 1 year?
    In nearest 3 months there is planned to open 3 centers of public access. In nearest 6 months - 5 centers, In the coming year - 10 centers.
3. Was the technical support group formed during the project activity? How many people are included in this group? What kind of technical support is provided? In what way the access to Internet is provided? (Detailed comments are preferable). The technical support group, round-the-clock responsible for the Kazan State Technological University (KSTU) Internet center and rendering support to users 24 hours per day is organized. The network manager perforce realizes a round-the-clock expert advice for users and solves all Internet use problems. Three managers work in sliding rota graph.

There are two users groups under the project:

  • Dial-up users connected to the KSTU Internet center (organizations and physical persons, participating in the project): KTSU Internet center managers keep up the technical modem pool�s serviceability and maintenance of steady work of the Internet channel;
  • Users of public Internet access centers (wide population sections) - there are supervised, first of all, by executives of public access centers, and also by administrators of KSTU Internet center. Executives of public access centers provide serviceability of computers, of modems, perforce of local network, as well as answer for the efficient software.

7. What is the present state (activity) of your project?

Organization and physical persons, interested in participating at the project on the basis of information exchange within the framework of the project are provided with access in the Internet.

The cooperation agreement, according to which KSTU Internet center provides organizations with 20 hours of free-of-charge access to the Internet, and an organization undertakes weekly to fill up a news site section of Kazan Civic networking is developed.

Open centers of public access provide a free-of-charge access in the Internet to wide population sections of Kazan city:

  • Center of public Internet access at the Committee on human rights protection of the Tatarstan Republic, working hours: from 10-00 till 14-00 on working days. Access is possible for all citizens of Kazan registration, which has formulated the purpose of an Internet use.
  • Center of public Internet access at the Tatar Institute of assistance to business (TIAB), working hours: from 12-00 till 16-00 on working days. It is organized especially for students of TIAB.
  • Center of public Internet access at the Kazan State Tupolev Technical University. For students of Tupolev KSTU only. On working days, from 16-00 till 21-00.
  • Center of public Internet access at the Sofia Church in Kazan city. It is intended for Scouts of Kazan, Orthodox Church workers, active parishioners. Working hours: from 16-00 till 21-00.

8. The main goal of civic networking is the development of local community. To what extent objectives listed below were the aim of your civic networking? And what impact did they make upon your community? (Comments are necessary).

      Besides project goals:
  • To improve provision of social services via Internet

  • The work to create an information base, provided for urban cultural institutions activities is conducted, the inauguration of Internet shop together with commercial organization is possible.
  • To extend interest for local cultural activities
It was pleasant to receive a message from Julia Smirnova, an art historian from Ulyanovsk city, which had a suggestion to cooperate. She has offered to publish an information on cultural measures which are taking place in Ulyanovsk city conservatory, including performances of musicians and actors from Tatarstan.
  • To increase the local population�s participation in political life

  • Several declarations of human rights infringements was directed on consideration to the Committee for human rights protection of the Tatarstan Republic through the site � Friends and partners of Kazan �.
  • To increase the employment of local population

  • This problem concerns especially youth, which is defenceless and situated in unstable position. As this section of population is the most susceptible to progressive innovations, it is the most active project participants.
  • To promote the economical development of your town, region, country
  • To provide telecommunication services
  • To improve the quality of health services
  • To increase the efficiency of interaction between local government and local population
  • To promote cultural enrichment
  • To extend educational opportunities
  • To help coordination between regional information services
  • To establish contacts and partnership relations with other regions
The work under project implies an increase of civil self-consciousness, solving of legal questions of Tatarstan Republic citizens, aspiration to increase an activity both separate citizens and public associations.

Unfortunately, at present it is not possible to solve directly a problem of public health services quality improvement within the framework of the given project, but nevertheless the indirect influence is rendered on this problem�s solving at the expense of attracting organizations of public health services to work under the project, and also at the expense of general citizens activity increase.
