- How many PAPs will be open in the nearest 3 months, 6 months, 1 year?
It is planned that 8 PAPs will be opened in the nearest year. Further development of the technical base of the Civic Network Control Center (CNCC) will allow to open up to 320 PAPs. It will also depend on the availability of funding and technical parameters of the institutions that are willing to open PAPs.
- Was the technical support group formed during the project activity? How many people are included in this group? What kind of technical support is provided? In what way the access to Internet is provided? (Detailed comments are preferable).
The technical support group was formed during the project activity. It consists of 6 people, performing the following functions:
- Providing consultations and support in installation and adjustment of equipment required for the LAN and WAN access. (Modem adjustments for Dial-up mode and leased line networking at PAPs and LAN arrangement)
- Software installation (various operational systems, e.g. Free BSD, Linux, Windows 95-98-NT)
- Internet access software adjustment (SLIP, PPP)
- Organization of various services at PAPs, e.g. mail server, www server, Cache and Proxy server, web design, etc.
- PAP visitor training aimed to teach to operate Windows 95-98 and Microsoft Office
- PAP visitor training aimed to teach Web navigation using Netscape Navigator and Microsoft Explorer browsers and e-mail/ USENET with Outlook Express.
A a result of the technical support group�s wok, the Voonezh Civnet has been connected to the main digital line. To accomplish this, we have installed two physical lines on the area between the Voronezh Long Distance Telephone and Telegraph Station (VLDT&TS) and the local point of System Lines �Rostelecom� (TUSM - 4). Besides, the technical personnel conducted adjustments and testing of the software required for the digital line operation. Also we have performed preparatory and maintenance works in order to incorporate digital flow into the Rostelecom�s multiplexor in Moscow and Voronezh. All mentioned above resulted in a 4-times increase of data transmission rates on the main line Voronezh-Moscow part of Civnet.
Technically, the Internet is accessed as follows:
The actual data transmission equipment is located at VLDT&TS�s technical facility. The Cisco � 2511 Router and two synchronized Cronyx PCM2D modems connect the Civnet with Rotelecom�s multiplexor at speed of 512 Kbit/s and provide access to the Internet. The Cisco-1209 Router connected with Cisco-2511 is used as a server for PAPs and public institutitons connected through leased lines and phone lines with non-synchronic modems at speed range 33.6 � 115.2 Kbit/s. The PAPs and public institutions� local terminals are Internet-connected with the Voronezh Civnet�s Main Server. The former is connected to Cisco-25-09. Detailed explanation of the technical structure is provided below.

7. What is the present state (activity) of your project? (Your comments - about 1 page)
We provide all kinds of services for limited number of users. Currently, within the framework of the project we are providing the following kinds of services:
- opening of public Internent access points for the residents of the city and region;
- providing networking instruction for all users;
- organization of interaction within the consortium of the institutions-project participants;
- web-publication of materials on the community life and possible problem solutions;
We also plan to start the new special program for people with disabilities. We have already started orientation and familiarization programs for this type of people (Refer to 15).
Unfortunately, the number of users is limited due to insufficient technical base of the project. In contrast, due to our �dialogue� policy, the level of awareness of the project and provided services is rather high as we actively cooperate with various media institutions. At present, only ten visitors can be seated at the Central Public Access Point simultaneously and fully use the provided services which is obviously not enough for all willing to use the web with us. Besides, absence of necessary technical equipment prevents many public institutions from opening PAPs on their own basis.
We do not charge for any of the services that we provide. Besides, many of our users are from low-income families.
