Sergiev Posad Civic Networks provide Internet access to many organizations, public men, government officials. We signed a number of agreements about joined scientific and technical activity towards using of Internet technologies in information exchange.

We provides such kinds of services as Internet access and e-mail for all interested persons and organizations.

Besides free services we provide charged services to organizations (using dedicated lines) and to everyone in Internet-cafe

• the limited number of telephone lines in Sergiev Posad
• the lack of computers in PAP
• population�s low standard of knowledge about computer technologies and Internet

8. The main goal of civic networking is the development of local community. To what extent objectives listed below were the aim of your civic networking? And what impact did they make upon your community? (Comments are necessary).

Project goals:

Due to civic networking the providing of social services through Internet improved significantly, the interest to local culture increased. Local population takes part in city's political life more actively. Unemployed people got the ability to search job with the help of civic networks. Small business in Sergiev Posad develops rapidly. The historical and cultural and ethnographical center � "Craftsmen City" was founded in Sergiev Posad. The information about this great project was published on the pages of our server.

Sergiev Posad has several colleges and universities. Working together with Education Department we try to cover all educational institutions by our services (Internet access, e-mail, etc). Together with Chamber of Commerce we create now "Intranet", for this purpose we form united cable net connected to our server. Due to satellite antenna the speed of received signal will raise to 2 Mbt/sec.

On 7 October the conference of Sergiev Posad Creative League will be held. FSP is going to present two projects: 1)"Sergiev Posad civic networking as a tool of population's cultural enrichment, 2) "Craftsmen City"

We published information about almost all enterprises and organizations of Sergiev Posad and region. Many of them have their own sites.

12. Does your web-server have the information about structure of local administration, schedule of its operation? What kind of information about local administration do you provide at your server? What kind of local, regional problems can be solved with the help of civnet together with local administration? (Detailed comments please).

We have published only telephone guide, because there are some difficulties with dissemination of information about structure and list of Administration officials. This information is for official use.

13. How did you use or going to use mass media for promotion of civnet idea? (Comments please).

The Chief Editors of two local newspapers are involved to Coordinating Council of Civic Networking. Newspapers publish a material about Internet resources routinely. Local TV shows the work of Public Access Points, interview net users.

14. How does your civic network take part in the work of local medical organizations. How can it help to solve medical problems in the region?

Limited technical resources could not allow providing Internet services to medical organizations of our region. But now we developed a training program for medical personnel. We have the opportunity to train them in Internet-cafe in 2001.

15. How do you work with organizations of disabled people, with citizens having some complex diseases? (Comments please)

The lack of computers and limited technical resources could not allow providing Internet services to disabled people. We plan this work in 2001 on the assumption of grant financing.

16. What kind of work was carried on with local and regional youth/child organization in the framework of RCNP project?

Foundation for Social Programs has its structure a youth organization "Bogorodskiye Medvedi". This organization is connected to Internet.

17. What kind of work was carried on with local and regional ecological organizations? How does civic network help to solve ecological problems of your region? (Comments please).

We collaborate with ecological organization "Biosphere and Biopolicy". We plan to work in cooperation with other ecological movements and organizations of our region.

18. What kind of work was carried on with local and regional business. Show the forms of collaboration with local business and prospect of collaboration development.

Sergiev Posad Chamber of Commerce is a cofounder of SPCN, it has a site on SPCN server. Besides this we provide the opportunity to use Internet and e-mail for many businessmen. Together with Sergiev Posad Chamber of Commerce we created organization "Cultural and Business Center".

The main goal and objectives of workshops were assistance in effective realization of information potential with the help of civic networking for:

Sergiev Posad is a regional center. Public access points are evenly distributed territorially. The settlement GAES is situated in 25 km from Sergiev Posad and there is a PAP there in office of "Bogorodskiye Medvedi" organization. We plan to create in remote settlement 3-4 such PAP in 2001-2002.
