  • Full activity (describe it.
    The full value activity is carried out on the project according the working plan:

    Creation of regional information resources; computer technology and Internet training; providing of Internet access; providing of access to complex computer technique on the base of Internet classes; telephone consulting support of SCN users; providing of access to complex (specific) software on the base of Internet classes; providing of free disk space for placing of user's informational resources; sending of information about project activity and recent state of SCN through the mailing lists; creating of personal Web-resources; announcement poster on SCN server; strategic planning of the SCN activity, cooperation with consortium partner (including the Internet providers), popularization of the idea of SCN in mass media; using of the Internet technologies for improving of interconnection NGO, authorities and business; using of Internet technologies for strengthening of influence of NGO on local community.

At present moment the charged services are not provided in the scope of SCN project. . In connection with more intensive users' work through the SCN server the adaptable system of traffic payment is to be introduced. Several variants and among them the following are discussed:

First variant: limited traffic - 30 (or 50) hours per month with blocking after limit expiration till the next month beginning. This variant is imperfect because of the users could hardly know their statistics and will find the reason of Internet disconnection for a long time. Besides the system is not intellectual enough and access blocking should be carried out manually by the system administrator

Second variant. Limited traffic - 30 (or 50) hours of free access per month and automatically charging of the extra traffic. The rate size will be counted and corrected. But it will be less than of commercial Internet providers one.

Commentary:

Points 1 and 12.
The idea of priority work with non-government and non-profit organisations of Samara underlies the SCN ideology for 1998-2000 period. The main objective of any NGO is to provide social needs of members and special groups, which the organisation activity is aimed to. Thus improving the information support (Internet, e-mail) and skills of an NGO member we can improve information supply both of members and organisation aiming group.

Two years monitoring of the project indicates the real improvement of information supply of organisation members and aiming groups, increasing of service index. It should be noted that the most of organisation use the Internet connection not as possibility for providing new types of social service directly through the Net but as an additional tool for improvement of existing (in traditional form) service. For example, establishing of partnership, network connection with similar organisations in Russia and abroad, information exchange etc.

Points 2 and 9.
The main goal of the project is to increase the interest to local culture and main part of the information resources placed on the server promotes this goal achievement. The history and the present of religion confessions of Samara region (http://www.civnet.samara.ru/ ~povolzje/arxkarta/index.htm). Full-scale Internet magazines "Samara region. Ethnoth and culture" and "ethnic environment of the multinational region" http://www.civnet.samara.ru/infcent/mirror/proekt/journal/index.htm) etc.

Point 3.
Improvement of the population participation in political life did not belong to the project objectives. More over political parties and movements are not the aiming group of this project (and most of other grants initiated by foreigner granting funds). In fact the placing on the server such sites as "The budget of Samara region"(http://www.civnet.samara.ru/~povolzje/budget/), site of governor of Samara region (http://www.titov. samara.ru/index-r.html), site of Samara province duma (http://www.duma.sam-reg.ru/) promotes the people participation in political life. The most bright example of using SCN was an election campaign of local authorities when NGO of Samara region nominated more than 10 their leaders for election in local Legislative Assemblies. And 5 representatives of NGO were elected (1 in Samara, 1 in Tolgatty, 3 in Syzran).

Point 4.
Employment increasing occurs probably indirectly both through placing the information about job searching on SCN server and though direct searching vacancies in Net. One case was fixed when one member of Luteran commune took a job of computer operator after train courses "Computer literacy" and "Internet from zero" of HECA �Povolzje� .

Point 7.
The improvement of public health service was not the main goal of the project but it take place though activity those organizations as Samara charitable fund of medical amd social support of children and teenagers "Right heart". The improvement of public health service is the priority aim of the listed organizations those are active participants of SCN. Meeting the information needs of these organizations we can directly effect the quality of health service for certain population groups even small for today.

Point 8.
Increasing the efficiency of interconnection between local government and population takes place first of all through the mutual information exchange of two sectors - legislative and executive on one hand and social-organized in NGO on the other hand (though the "Information agency of non-profit organizations of Samara region" http://www.civnet.samara.ru/infagen/index.html). The governor (http://www.titov.samara.ru/index-r.html), and mayor Limansky (http://www. limansky.ru) sites created in last year promote this interconnection. Both sites give the possibility to write directly to governor and mayor (and the same about sites of Duma and administration). The numerous cases of direct contacts through e-mail are known. The other connection lines are mentioned in commentary to the point 3.
