8. The main goal of civic networking is the development of local community. To what extent objectives listed below were the aim of your civic networking? And what impact did they make upon your community? (Comments are necessary).

Goals

  • To improve provision of social services via Internet
On the first stage it was not the first priority task and was solved mostly be mean of training specialists whose work is connected with using Internet. On the second stage this is one of the main tasks in the process of the development of the OCN resources.
  • To extend interest for local cultural activities
(See 1 above).
  • To increase the local population�s participation in political life
We see this task as to increase the local population�s participation in the community life. On the first stage general efforts were directed to the involvement of the local population in the discussion of the city development program (Obninsk City Fund of Scientific-Technical, Innovative, and Creative Activity of Russian Youth).
  • To increase the employment of local population
This is a task for the following stages � 2nd and 3rd
  • To promote the economical development of your town, region, country
The task #1 is the promotion and explanation of the Program of Obninsk development as Science City in 2001-2004.
  • To provide telecommunication services
This is the first priority task of the 1st stage. In our opinion, it was successfully solved by October 1, 2000.
  • To improve the quality of health services
This is a task for the following stages
  • To increase the efficiency of interaction between local government and local population
This is the first priority task for the �Municipal Informatics� and the City Administration.
  • To promote cultural enrichment
This is a task for the 2nd stage. Now there are several WEB sites under development, for example Obninsk City Museum, Kaluga Regional Art Museum. We also have negotiations with two city poet�s groups: �Aeolian Harp� and �The Sixth Feeling�.
  • To extend educational opportunities
First of all it will be achieved at the expense of remote training. However, because of the lack of funds we could only provide some theoretical researches during the 1st stage. We are going to continue looking for additional funding to implement that task.
  • To help coordination between regional information services
Almost all city newspapers have the OCN portal.
  • To establish contacts and partnership relations with other regions
We plan to implement this goal during the 2nd stage

As the full-scale activity of the OCN started in October 2000, it is too early to estimate the OCN influence on the local community. Nevertheless even now we can tell that youth use the OCN resources and services very actively.

  • The number of web site hits per month? � in September � 266 hits, including 9659 transitions from page to page, average 35 transitions during one visit (that is guests not only visit but also work with site).
  • Number of hits from the very beginning? - since July 1, 2000 � 465 hits.
  • The most visited parts of our site are News pages and the OCN Resources pages (links to sites of the OCN members with annotations).

  • So far 16. However now there are 20 full-scale sites and 3-4 small sites under construction.

11. Have you formed a Board of Directors (Coordinating Council)? What part does it play in your project? (for example please). Does this Board of Directors include representatives of local administration? ( Comments please).
The Board of Directors will be established by October 30. It will consist of representatives of the City Administration, City Council, and the Consortium members, Obninsk NGOs.
12. Does your web-server have the information about structure of local administration, schedule of its operation? What kind of information about local administration do you provide at your server? What kind of local, regional problems can be solved with the help of civnet together with local administration? (Detailed comments please).
     
    The Obninsk City Administration and its site are included in the OCN resources. The site has the Administration structure and list of contacts with phone numbers. Now the �Municipal Informatics� prepares additional information on working schedule of the Administration officials to put this information either to the City or to the OCN site.

    The major tasks of the local administration solved with the help of the OCN are transparency of the local budget and implementation of the Program of Obninsk development as a science city.

13. How did you use or going to use mass media for promotion of civnet idea? (Comments please).
    In February-March 2000 a series of publication and broadcastings in local media was organized to announce the start of the OCN project. After accomplishing the 1st stage of the project � establishment of the OCN technical basis � in October we initiated preparing and publication a number of articles and broadcastings. In November we plan to officially open the OCN and give the full coverage of the event in media.
     
14. How does your civic network take part in the work of local medical organizations. How can it help to solve medical problems in the region?
    So far we do not participate in this kind of activity.
15. How do you work with organizations of disabled people, with citizens having some complex diseases? (Comments please)
    There is no special OCN program for working with disabled so far. Several individuals got technical support from the OCN � free dial-up connection to Internet (2 persons), free work in a PAC (1 person). These individuals have also an opportunity to get free consultations on information technologies.

    Special program for disabled will be performed on the 2nd stage of the project by mean of involvement appropriate non-profits to the OCN.

16. What kind of work was carried on with local and regional youth/child organization in the framework of RCNP project?
This activity is not well coordinated now � among the OCN members there are several organizations working with children:
    • Orphanage �Charity�
    • "Intelligence of the Future"
    • �Shore of Hope� Agency
    • �Our Children� Fund
    • �Eureka� Center
    • and others
On the 2nd stage of the project we plan to connect the city schools to Internet and to establish the OCN Coordination Committee to work with children and youth.

17. What kind of work was carried on with local and regional ecological organizations? How does civic network help to solve ecological problems of your region? (Comments please).

    This kind of activity is in its initial stage. The OCN includes now the environmental group �Bemby�, scout organizations, archeological club. Their information resources are currently under the development.
18. What kind of work was carried on with local and regional business. Show the forms of collaboration with local business and prospect of collaboration development.
    The OCN Consortium members work in close collaboration with Obninsk Chamber of Commerce and Union of Entrepreneurs to develop and implement a number of joint projects. However, so far these projects are outside of the OCN activity.

20. Give the project geographical coverage (in the form of map, if possible)

Obninsk (separate town) 21. Tell please about the efforts to reach smaller villages/communities outside the population areas. This is very important point, because this is the most prospective direction of RCNP project development.
    That needs large funding. For example, $150 000 during 1-2 years will allow to connect to Internet Borovsk, Zhukov, and Maloyaroslavets districts of the Kaluga region using high speed radio channels (2 �bit/sec), all in all about 15-20 settlements.
     
22. Tell please about volunteers' participation in your project. Give the number of volunteers, the names. What are you doing for involving more volunteers in the project?

  • Workshops and Training Group � 3 persons: Yulia Dyagileva, Olesya Loginova, Elena Krivisheinikova.
  • Group of Volunteers � WEB sites Developers � 10 persons: Yuri Kazanskii, Andrei Zgura, Eduard Rakhov, Vladimir Rakhov, Vladimir Rakhov, Jn., Alexander Kukyanov, Evgeni Ostrovski, Stepan Seredkin, Anna Kozlova, Yulia Dyagileva.
  • Consultants� Group on Information Resources � 3 persons: Alexander Zisman, Andryus Pakarklis, and Mikhail Nikolaev.
To involve new volunteers to work with NGOs (including the OCN) a group of the city organizations initiated the establishment of Obninsk Coordination Volunteer Center.

23. Such conception as "human impact" is the key one for RCNP project. The important part of RCNP is the participation in the life of city, regional organizations, citizens and this participation should lead to positive changes. We would like to hear one or more such human-interest stories. Please tell the story about people who have benefited from the project.

A) Sergey Byakov � present OCN site Webmaster and a teacher on courses for volunteers-developers � came to the OK_Club 3 years ago having big wish to study Internet technologies. Now he is one of the leaders of the OCN project.

B) The family team of WEB developers created and supports now the portal of the city media - allsmi.civnet.obninask.org. Now it works on the Obninsk City Museum site. The team consists of a grandfather (Eduard Rakhov, retired lecturer of the Obninsk Institute of Nuclear Power Engineering) and two his grandsons who are schoolboys.
