Azerbaijan is an important producer of oil and gas and has significant strategic importance in the Transcaucasian region. As a traditionally Moslem country, it is also an important bridge between the Western democracies and the Islamic world. The purpose of the center, founded in 1997, is to organize conferences and seminars in both the United States and Azerbaijan, to assist scholars in their travels between the two countries, and to publish occasional papers written by cooperating academics from both countries. The center aims to facilitate joint research projects in the fields of international relations, science and technology, economics, democracy, and the history, culture, and traditions of the two countries.

Dr. Ibrahimov is also Vice President of the American University of Baku in Azerbaijan.
