The American University of Baku (AUB) was established in January 1995 as a collaborative effort of the Azerbaijan-America Society and the Texas International Education Consortium (TIEC). At AUB curriculum is based upon US academic programs and standards. Sixty students are currently enrolled in degree programs. TIEC is a private, nonprofit association of 32 public universities in Texas which works to develop international programs on behalf of its member universities. The consortium supplies three-quarters of the professors at the Baku campus, including the rector, Dr. Bernard T. Young. TIEC's services include English-language instruction; its Texas Intensive English Program is one of the largest intensive English programs in the US.

A Center of Scientific Research and Technological Research, associated with AUB, is slated as a future site of international conferences on issues of science, technology, and education. The university also plans to operate a K-12 preparatory school, again based on the US educational model, in order to prepare children for future study at AUB or American universities.
