The endowment, founded in 1910 by industrialist Andrew Carnegie, is a tax-exempt operating (not a grant-making) foundation. It conducts its own programs of research, discussion, publication, and public education.

Associates of the Carnegie Endowment bring to their work substantial firsthand experience in government, journalism, universities, international organizations, and the law. Through media appearances, consulting, and conference participation worldwide, CEIP staff address the major policy issues of the day in ways that reach both expert and general audiences. The endowment publishes books, mono-graphs, and Foreign Policy, a leading U.S. international affairs magazine.

In 1993 the endowment established the Carnegie Center in Moscow. The Moscow Center holds seminars, workshops, and study groups at which international participants from academia, government, journalism, the private sector, and non-governmental institutions gather to exchange views. The Carnegie Moscow office, together with IREX, has produced a Directory of Foreign Affairs Research Organizations in Russia.
