About E-mail Lists

E-mail lists, or listservs as they are sometimes called, create “virtual communities” in the same way as a good printed magazine creates a kind of community among its loyal readers and people who write letters to the editor. The advantage of the electronic version is that it can be supported by groups as small as 10 or 20 people, each living in a different nation or region of the world. There are virtually no economies of scale when the process of joining or leaving an e-mail list is automated;  it takes as much work for the list administrator to to post a message to 10 as to 10,000 people. 

As a result, today there are thousands of listservs and news groups (a variant on the e-mail list). They are especially helpful to communities of people that are relatively small and dispersed, such as the Armenian diaspora.  Increasingly, e-mail lists are associated with a website, at which one can sign on or off the list and also often find archives of previous postings. These archives are an excellent resource in themselves, and we have tried to provide their websites whenever we knew their URL.

Since e-mail tends to get out of control, we have tried where possible to provide some sense of the volume of e-mail a particular list will generate. This may help you decide whether to join that list. Of course, if a list has archives, spending a few minutes looking at them will be your best guide to list volume.

Where we give the size of an average list posting, it is in terms of kilobytes, or KB, received per day or week. This page (which has some white space), has about 365 words on it, and represents about 3.6 KB if sent as an e-mail. On a 15” monitor, it would fill two-three screens of text.

Below you will see see some list sign-up instructions in the sections below that ask you to send an e-mail to a certain address with a message consisting of something like, subscribe rabe-l firstname last name. In cases like this, the terms firstname and lastname are variables. You should replace them with your own first and last names, leaving a space between. Thus, if you decided to try signing up for the RABE-L list and your name were Alex Rodriguez, your message would read subscribe rabe-l Alex Rodgriguez.

Finally, we make a plea as administrators of an e-mail list, CivilSoc, that we have been operating since 1994. When responding to a message posted to a listserv, be aware that hitting the “Reply” option sends anything you write in response to a particular posting back to the list administrator, or worse, to the entire list. This is a great nuisance, and it happens far more often than it should.

Normally, any message on a listserv has a specific e-mail address to which to respond. You need to compose a new e-mail and enter that address. Choosing “Reply” does not send your response to that particular address.

Sponsored by Civil Society International, CivilSoc carries news related to the development of nongovernmental organizations, democratic reform and other civil society projects in Eurasia. It includes announcements of conferences; grant opportunities, and training programs; reviews of electronic and training resources; and profiles of Eurasian non-governmental organizations and projects by U.S.-based groups in the region. IREX-L

IREX is one of the major U.S. academic exchange and foreign assistance institutions involved in the CEE/NIS regions. The IREX-L is an announcement service centered on IREX's activities in Central and Eastern Europe, the former Soviet republics, Mongolia, and China, as well as in the United States. Postings include news and brief updates on conferences and policy forums, new grants and programs, and a monthly calendar of events.  To subscribe to the list address an e-mail to [email protected].  In the message area write,  subscribe irex-l.  Send the message.

Oushakine List

Serguei Alex. Oushakine maintains this list through Columbia University in New York. The announcements tend to favor material of interest to those in the academic community. To  subscribe, e-mail Serguei at [email protected].

CEEMAN-L is managed by retired professor of finance Dennis McConnell for the Central and East European Management Development Association (CEEMAN), based in Slovenia. While the primary purpose of the list is to provide information for CEEMAN members, McConnell monitors so many information resources, electronic and print, that there is something for everyone on this list. He is good at finding not only information about academic exchange programs and funding opportunities, but also a wide variety of online tools and resources for management students and professors. CERRO-L

CERRO is an acronym for Central European Regional Research Organization. The list is a combination of announcements and discussion on the general topic of economic reform in Eastern Europe and Eurasia. ELDIS, “the gateway to information on development,” is hosted by the Institute of Development Studies, Sussex, UK. The Development Reporter carries general news and information; there are 21 subject-focused bulletins also. Subscriptions are free and can be obtained either at the website or by e-mailing [email protected]. (The website includes descriptions and links to over 3,000 organisations and over 6,000 full-text online documents covering development and environmental issues.) To help those with limited or no access to the Internet, ELDIS offers an automated service to deliver documents by email, making use of the Bellanet web-to-email service. The countries of the former USSR are not the only ones which are in the process of trying to establish democratic forms of government and robust civil societies. Democracy_News is a monthly bulletin which carries news of conferences, Websites, publications, book reviews and other resources related to democracy-building efforts in Eastern Europe and the NIS, Africa, Asia, and Latin America. It is a publication of the National Endowment for Democracy, which funds hundreds of such projects around the world. Some issues include an essay on developments in a particular region or on a specific topic, such as corruption. Companion of the innovative Friends and Partners Internet site established by Greg Cole in Knoxville, Tennessee, and Natasha Bulashova in Puschino, Russia, Friends is a “digested” list, which means messages posted to the list are combined into one file which is distributed to subscribers once every two or three weeks. An excellent source for news and announcements related to the environment in Eastern Europe and the NIS. The list is spon­sored by the Regional Environmental Center for Central and Eastern Europe (REC), a non-profit organization based near Budapest, Hungary. Each month EnvCEE-L includes a calendar of environment-related conferences and workshops. Health Resources Bulletins, periodically distributed on this list, include information about Internet resources on health and medicine. In addition, the bulletins contain general information about the Internet and how to effectively use Internet tools.

The availability of selected full text documents which have been translated into languages of the Eurasia and Eastern Europe, and that can be accessed through the EurasiaHealth Knowledge Network is also announced from time to time on EurasiaMedInfo.

This list describes itself merely as “a forum for discussion on minorities in Central and Eastern Europe,” but it is a very good forum indeed. List topics regularly include:

§    major human/minority rights events and emergencies;

These two lists are managed by moderated by Edwin Rekosh ([email protected]) of Columbia Law School’s Public Interest Law Initiative. The first list began in 1996 and today has more than 500 members in 20 countries. The second is a discussion list on clinical legal education “for the benefit of those who are establishing legal clinics within the law faculties of Central and Eastern Europe, Russia and Central Asia.” Both lists are open and anyone can subscribe either by visiting the website or by using e-mail. The Institute for the Study of Conflict, Ideology and Policy at Boston University publishes this e-mail newsletter, as well as one called Perspective. The NIS Observed is a biweekly collection of short articles from a variety of news sources and journals dealing with Russia and the NIS (Eurasia). Perspective comes out quarterly and consists of longer essays and opinion pieces by specialists—not necessarily associated with ISCIP.  To subscribe or unsubscribe to either publication send a request to [email protected]. RFE/RL Newsline

Probably the best single source of news available, Radio Free Europe/Radio Liberty’s daily bulletin contains news briefs about events in Eastern Europe and Eurasia. Each bulletin is divided in two parts of about 30-40 KB each; the first covers Russia, Transcaucasia, and Central Asia; the second covers Central, Eastern, and Southeastern Europe. Transitions Online is the online successor to Transitions magazine. A Czech nonprofit dedicated to strengthening independent journalism, TOL is based in Prague and uses a network of local correspondents in the region. New at TOL is a weekly service that claims 27,000 subscribers and consists of thumbnail descriptions of stories posted on the TOL website, with links to them. There is also usually one essay on a timely issue—e.g., at this writing, the Gazprom takeover of Russia’s NTV station—included in each New at TOL issue.  Average size of an issue is 15 KB.  Subscriptions and archives are at the website.

An online bulletin board for announcements related to environment, natural resources, and sustainable development in the Baltic Sea Region. This service is provided by the Glasnost Foundation, one of the first independent news organizations to emerge in the mid-1980s in Russia. Sergei Grigoryants founded it and now serves as chairman of the board. Glasnost News Service receives funding from a variety of Western sources and has its own correspondents working in the Caucasus region and Transcaucasus (Armenia, Azerbaijan, and Georgia). It claims to be one of the few sources of information that remains independent and uncensored by Russian authorities, especially with regard to the Chechnya conflict. Habarlar-L

Habarlar-L is an electronic mailing list which focuses on Azerbaijan and Caucasia. The list is moderated and consists of news postings from wire services, government ministries, regional newspapers, and NGOs. North Caucasus NGO Monitor

This electronic bulletin is a publication of the Nonviolence International–Newly Independent States organization. Its goals, in its words, are:

§    to help in exploring new approaches for humanitarian activities which allow supporting elements of civil society in the North Caucasus, while significantly lowering the security risks associated with such activities;
§    to provide continuous information about constructive activities of NGOs on a community level in areas of tension and conflict in the North Caucasus;
§    to highlight the work of dedicated local activists, who despite extreme difficulties work toward peace, reconciliation, social and economical revival of their communities.

The Monitor is one of the few sources of information on the role NGOs are playing in providing humanitarian relief to victims of the Chechen conflict. Transcaucasus: A Chronology

This monthly publication, now in its tenth year, examines significant political, economic and social developments in Armenia, Georgia, Azerbaijan and Nagorno Karabagh. It is a publication of the Armenian National Committee of America and is compiled and written by Richard Giragosian. Christopher Hekimian is editor. CentralAsia-L has been operating since 1995 and is sponsored by the Harvard Forum for Central Asian Studies.  The list is moderated, has about 3,000 members, and carries announcements about conferences, cultural events, calls for papers, new books, jobs, and academic programs—all related to Central Asia or “greater Central Asia”: from Tibet, Eastern Turkistan, and Mongolia to Afghanistan, the Caucasus, and Islamic and Turkic regions of Russia. Russian Regional Report is a weekly survey of political, economic, and social trends in the 89 regions of the Russian Federation. Similar in style to the RFE/RL Newsline, the survey consists of brief reports about issues facing regional governments, including economic reform, tax collection and relations with the central government. RRR is published by the EastWest Institute, as part of EWI’s Rebuilding Russia program. A Russian-language edition is also available.
