Internet Resources for Eurasia,
2001 EditionE-mail lists, or listservs as they are sometimes called, create “virtual communities” in the same way as a good printed magazine creates a kind of community among its loyal readers and people who write letters to the editor. The advantage of the electronic version is that it can be supported by groups as small as 10 or 20 people, each living in a different nation or region of the world. There are virtually no economies of scale when the process of joining or leaving an e-mail list is automated; it takes as much work for the list administrator to to post a message to 10 as to 10,000 people.
As a result, today there are thousands of listservs and news groups (a variant on the e-mail list). They are especially helpful to communities of people that are relatively small and dispersed, such as the Armenian diaspora. Increasingly, e-mail lists are associated with a website, at which one can sign on or off the list and also often find archives of previous postings. These archives are an excellent resource in themselves, and we have tried to provide their websites whenever we knew their URL.
Since e-mail tends to get out of control, we have tried where possible to provide some sense of the volume of e-mail a particular list will generate. This may help you decide whether to join that list. Of course, if a list has archives, spending a few minutes looking at them will be your best guide to list volume.
Where we give the size of an average list posting, it is in terms of kilobytes, or KB, received per day or week. This page (which has some white space), has about 365 words on it, and represents about 3.6 KB if sent as an e-mail. On a 15” monitor, it would fill two-three screens of text.
Below you will see see some list sign-up instructions in the sections below that ask you to send an e-mail to a certain address with a message consisting of something like, subscribe rabe-l firstname last name. In cases like this, the terms firstname and lastname are variables. You should replace them with your own first and last names, leaving a space between. Thus, if you decided to try signing up for the RABE-L list and your name were Alex Rodriguez, your message would read subscribe rabe-l Alex Rodgriguez.
Finally, we make a plea as administrators of an e-mail list, CivilSoc, that we have been operating since 1994. When responding to a message posted to a listserv, be aware that hitting the “Reply” option sends anything you write in response to a particular posting back to the list administrator, or worse, to the entire list. This is a great nuisance, and it happens far more often than it should.
Normally, any message on a listserv has a specific e-mail address to
which to respond. You need to compose a new e-mail and enter that address.
Choosing “Reply” does not send your response to that particular
address.

IREX is one of the major U.S. academic exchange and foreign
assistance institutions involved in the CEE/NIS regions. The IREX-L is an
announcement service centered on IREX's activities in Central and Eastern

United States. Postings include news and brief updates on conferences and policy
forums, new grants and programs, and a monthly calendar of events. To

McConnell for the Central and East European Management Development Association

information for CEEMAN members, McConnell monitors so many information
resources, electronic and print, that there is something for everyone on this
list. He is good at finding not only information about academic exchange
programs and funding opportunities, but also a wide variety of online tools and
resources for management students and professors. Archives are available at the

civil societies. Democracy_News is a monthly bulletin which carries news of

This service is provided by the Glasnost Foundation, one of the
first independent news organizations to emerge in the mid-1980s in Russia.
Sergei Grigoryants founded it and now serves as chairman of the board. Glasnost
News Service receives funding from a variety of Western sources and has its own
correspondents working in the Caucasus region and Transcaucasus (Armenia,
Azerbaijan, and Georgia). It claims to be one of the few sources of information
that remains independent and uncensored by Russian authorities, especially with
regard to the Chechnya conflict. The daily service is approximately 5-10KB in

Transcaucasus: A Chronology
This monthly publication, now in its tenth year, examines significant political, economic and social developments in Armenia, Georgia, Azerbaijan and Nagorno Karabagh. It is a publication of the Armenian National Committee of America and is compiled and written by Richard Giragosian. Christopher Hekimian is editor. CentralAsia-L has been operating since 1995 and is sponsored by
the Harvard Forum for Central Asian Studies.
The list is moderated, has about 3,000 members, and carries announcements
about conferences, cultural events, calls for papers, new books, jobs, and
academic programs—all related to Central Asia or “greater Central Asia”:
from Tibet, Eastern Turkistan, and Mongolia to Afghanistan, the Caucasus, and

CAMSP was created by IREX, which operates the Internet Access

Kyrgyzstani, and Tajik journalists who wish to communicate with each other on

The Information and Research Center “Panorama” operates this
list under a grant from the Carnegie Corporation administered by IREX. The list

centers, human rights groups, research institutes, and the Russian media.

Russian Regional Report is a weekly survey of political, economic, and social trends in the 89 regions of the Russian Federation. RRR is published by the EastWest Institute, as part of EWI’s Rebuilding Russia program. A Russian-language edition is also available.
