The System of Local Government in Romania

Powers

All local authority powers and functions apply to the lower tier. The upper tier has the function of co-ordinating lower tier activities across its territory.

Local councils have general responsibilities regarding all matters of local interest, i.e.:

  • approval of socio-economic development programmes;
  • setting local taxes and duties;
  • supervising local public services, transport and infrastructure;
  • social services provision;
  • administration of markets;
  • urban development programmes;
  • land use planning;
  • public health;
  • supervising the work of the local educational and youth services;
  • ensuring the provision of opportunities for scientific, cultural, artistic, sports and recreation activities;
  • parks maintenance;
  • environmental protection and conservation preservation of historic monuments;
  • assisting the implementation of the social protection;
  • ensuring the maintenance of public order;
  • external affairs
