15. How do you work with organizations of disabled people,
with citizens having some complex diseases? (Comments please)

Access to the INTERNET and Internet use training offered
by experts involved in our project, essentially expands communication possibilities
for those people, whose physical abilities are limited due to the illnesses.
Whenever possible, we include invalids and persons with disabilities into
the number of our users in order to offer them an opportunity to be involved
in social activities and become members of the civic society. Otherwise,
these people are mostly isolated from the society as Russian provincial
life doesn�t offer much for people with disabilities.
The work with organizations of the invalids proceeds in
the following directions:

Providing advice and training
The constant interaction is organized with such organizations
as Regional Junior School of Adaptive Physical Culture for the Invalids.
Specifically for this school, Civnet project officers have prepared the
information on the projects and foundations offering help to such organizations.
Civnet also provides support with grant proposal writing. Also, as well
as other users, this organization has a web page located on the Civnet�s
server and personal e-mail account that is essential for an exchange of
experience and techniques of work with related foreign organizations. Specifically
for invalid children, we organized an additional cycle of Internet use
training at the Civnet�s Main PAP facility. One of the radio programs prepared
by Civnet and the Voronezh State TV and Radio Company was devoted to this
school with the purpose of attracting public attention to such socially-important
problem as social adaptation of invalid children.
Also, as Civnet has established good working contacts
with various religious congregations, we are currently negotiating possible
providing of support on the side of Methodists Church and local branch
of Salvation Army. These two organizations have programs specifically targeted
to support organizations of people with disabilities. We are currently
negotiating a number of educational programs and granting of the equipment
required for Internet work.
If the financial conditions of the Civnet project allows
for this, we plan to launch a separate sub-project with the focus on granting
the appropriate services to a bigger number of invalids. We are trying
to get the Methodists Church, supervising homes for invalids, and a department
of public relations of the Junior School of Adaptive Physical Culture support
this program.
16. What kind of work was carried on with local and regional
youth/child organization in the framework of RCNP project?

A PAP is open at the Regional Juvenile Library. It has served
the basis for a variety of children's and youth clubs and associations,
bringing the large contribution to the organization of leisure of youth
in our city (http://vcn.vorstu.ac.ru/win/grsector/intel/intel.htm).
Some of them are:
Voronezh branch of the international association "Peace
Through Culture ", poetic cafe "Lyk", author's song club "Sail", club "Rovesnik",
English club "Omni", club of practical psychology "Art-Psy", club of the
young journalists "Student's Town", political debate club, musical hall
"Debut".
The Civnet project officers carried out a cycle of open
lessons in the Internet-class of the PAP at Regional Juvenile Library to
teach the users to use a global network not only as a storage place and
source of various information, but also as a means of communication. At
the request of the library personnel, the Civnet project officers have
organized constant advising in business hours of the library. Now, the
users attending the Internet - a class at the Regional Juvnile library
can receive qualified advice from the experts on work with information
resources of a network. The special classes for the librarians, serving
the Internet � class, are carried out regularly.
We hope, that this PAP will bring a modest contribution
into the business of information access and organization of dialogue within
creative youth of the city with related organizations in Russia and abroad.

In order to establish and extend international contacts and
public dialogue, our representatives have taken part in a seminar as a
part of a delegation of Christian youth from Kemnitz (Germany). At this
seminar. The issues of possible interrelation and contacts between youth
organizations of Germany and our city were discussed at Civnet�s information
support.

Together with Committee on Youth Affairs of Department of
Social Policy of the Administration of the City f Voronezh, we are working
on organization of a PAP with Internet connection based on a leased line.

During realization of the project, we held the meetings with
the director of the Voronezh regional branch of the Russian Children's
Foundation, L.L. Kolyhalina. As a result of which the foundation received
support in search of sponsors. The employees of the foundation took part
in a conference "100 days of VGS". Civnet carried out instruction classes
for them. The classes covered Internet-based telecommunication technologies.
17. What kind of work was carried on with local and regional
ecological organizations? How does civic network help to solve ecological
problems of your region? (Comments please).
Together with the radio station "Range", Civnet
participants organized a public discussion of an ecological problem of
safety of urban environment. At the present, destruction of the �city�s
green lungs�, cutting down of trees with the subsequent building, is suspended,
and the appropriate municipal authorities consider this problem with the
purpose of development of the appropriate municipal-level regulations.
We are glad to have contributed to the preservation of natural urban environment
and health of the townspeople!
The Civnet has established close contacts and provides
information support to the employees of joint-stock company "Experiment"
studying problems of heliobiorythmology.
The Civnet officers received a letter of acknowledgments
from them for the help provided.
18. What kind of work was carried on with local and regional
business. Show the forms of collaboration with local business and prospect
of collaboration development.
Advertising is not a Civnet�s purpose, but we
actively support any businesses of creative character, which could serve
as the �business card� of our city and Civnet. So, for example, we have
personal web pages of the Voronezh companies specializing in architectural
and furniture design. These Internet - publications represent original
photo-exhibitions of creative achievement of the experts of these companies,
and also contain the necessary information on them. Thus, we see our task,
first of all, in serving a link between the creative specialists of various
professions and businesses requiring their services and organizing a dialogue
between them with a minimum number of the intermediaries. If the Civnet
is the only intermediary in such deals, it would allow for considerable
reduction of costs for a number of products and services, which, in turns,
will promote improvement of a financial situation of various strata of
the population of our city.
