144919 hits from more than 3000 different computers are registered since 14.08.98. It is more than 6000 hits per month. Approximately 80000 hits were form outside the Russian Federation. The resource "Samara and region" is most visited one. It contains more than 700 text pages with illustrations that inform about the history, culture and economy of the region.

Since 14.08.98 the announcement poster had been renewed three times, the design of server sites had changed radically. In this connection it is impossible now to detail exactly the numbers of persons and institutions placing their information and the information content. In general we can tell about more than 100 visits to the announcement poster and guest book. On September, 1st 7 sites of organisations were located on the server (at the end of the second project year this number will rise to not more than 30). The various information of institutions and private persons was placed on the poster - from invitations to actions to searching of the job and selling of the chemical for agriculture.

10. What is the average educational level of ordinary user (percentage) ?

No especial statistics was obtained in the SCN project scopes. Presented numbers is 10 % extracts.

11. Had a Coordinating Council (a Board of Directors) been formed? What part does it play in your project? (for example please). Does this Board of Directors include representatives of local administration? ( Comments please).

For the project accomplishment the consortium of the representatives of organisations interesting in was formed. The representatives of the consortium delegated their representatives to the board of directors (Co-ordinating Council). During two years of project activity the board of directors worked with different effectiveness. It should be stated that till present time this board did not become the effective tool for project management. In fact, two part of the board are work (unfortunately ruther apart).

One part is the executive committee: Chertkov Boris (director of the project, Saptsin Nickolay (technical director), Dudkin Sergey (system administrator), Agapov Sergey (director of the humanitarian part of the project), Pestrikiva Valtntina (information resources for NPO, organisation of users). This executive committee in fact manages the project activity and carries out monthly meetings. Another part of the the board of directors is the users' committee. This committee consists of representatives of SCN users and HECA �Povolzje�) has advisory nature and corrects the users' policy of SCN.

Because of a number of impartial reasons (during two years the corresponding departments of the province government had changed tree times, the president, governor, city Duma elections took place) the representatives of the local authorities were not involved to the Board of Directors. This fact significantly decreases the SCN influence on the local community. Because of the same reason the province administration did not meet its financial engagement (it is connected with the crisis of August of 1998). The financial committee was not formed because of under mentioned circumstances the "philanthropy market" had crashed down.

12. What amount of information about structure of local administration and schedule of its operation does locate on SCN server?

In connection with intensive development of Samara segment of Internet the province and city administrations created own Internet information structures dealing with development and support of information resources of local authorities. All sites of executive and legislative authorities of Samara city and province are referred to on SCN server. Permanent monitoring of changes of old information resources and appearance of new one is carried out for Samara province.

  • What kind of information do you provide at your server in a section about local administration?
Various informations from operation schedule of administration department and staff of local and regional governing to publication of local and regional legislative documents are located in server sections. Pages, where a user can sent the letter directly to the province governor or Samara mayor, are most popular.
  • What kind of local, regional problems can be solved with the help of civnet together with local administration?
Serious work on improving the efficiency of third non-government and non-profit sector of Samara province is carried out together with province administration (social politics department, relation with public organizations, national-cultural centers and religious association one). The institutional development of NGO is one of the most important objectives of the project. The following problems are solved: technical and informational support of organizations, improvement of NGO role in social sphere, increasing of the number and quality of provided services, improvement of NGO role in observing the law concerning the social sphere, forming the NGO coalition for more effective work with authorities and clients.

Spreading of NGO activity sphere through establishing of the partnership with foreign and Russian organizations, searching the funds for social program is and important point. Increasing of the educational level (computer technology) of SCN users is of great importance.

13. How did you use or going to use mass media for promotion of civnet idea? (Comments please).

Address work with mass media is carried out. Pressmen are invited to the project actions, Journalists of newspapers, journals, radio and television are informed about project activity though the press releases. Articles about project are published. Popularisation of project activity is realised through the club "Jornalists-NPO leader". Especial program about project "Samara civic network" is planned on TV.

14. How does your civic network take part in the work of local medical organizations. How can it help to solve medical problems in the region? (Comments please).

No special program of work with medical organisation was planned in the project. In Samara the departmental computer network "Medline" exists as a fragment of the Russian network with its own server and Internet access. But this network spreads it activity to governmental and municipal medical institution only. There is NPO group among the SCN users dealing with problem of medical and social rehabilitation of the disabled people. Samara regional Public organisation of dispersed sclerosis invalidsrises above others. Organisation works effectively in Samara province and establishes the contacts with similar Russian and foreign organisations. At the end of 1999 the international conference "Improvement of the life of dispersed sclerosis invalids of Eastern Europe countries" took place on the base of Samara regional Public organisation of dispersed sclerosis invalids. The information support of this conference was carried out by SCN staff (the conference site was created, mailing service worked etc).

SCN staff supports a number of other organisation dealing with medical problems on the base of the organisation "Be healthy" (Samara regional public organisation of social rehabilitation of invalids and patients of diabetes). The project "Creation of the class of the school of rehabilitation of invalids of diabetes with use of modern computer technologies" was realised with support of SCN specialists.

15. How do you work with organizations of disabled people, with citizens having some complex diseases?

One of the priorities of SCN activity is the work with organisation of disabled people and organisation of public health service. These organisations obtain all SCN services first of all: the Internet access, equipment and connection adjustment with specialist's travel, special seminars and consultations on the place.

Samara Universities students volunteers group has been organised for helping organisations of disabled people and health care workers. Technical support group of HECA "Povolje" have made support phone line for organisation of wheeled disabled people "Desnica".

We should also notice that disabled people organisations are the most active users and members of SCN.

16. What kind of work was carried on with local and regional youth/child organization in the framework of RCNP project?

15 organizations - full-featured SCN users concern with various youth and child problems ( from disabled children rehabilitation to youth and child entertainment). All these organizations get standard set of SCN user services.

17. What kind of work was carried on with local and regional ecological organizations? How does civic network help to solve ecological problems of your region? (Comments please).

Special work with ecological organizations within the SCN project wasn't planned. Most of them use foreign funding sources from early 90th. Grants from very first ones had separate information component (access to the global network, creating network information resources and specialized ecological Web-sites). So ecological organizations are the most advanced in the network technologies and have no need for special support program.

Another problem with ecological organizations is their isolationism. They are usually closed on themselves. So we have the only ecological organization - SCN user. It's regional public ecological charitable fund "For ecology and progress".

18. What kind of work was carried on with local and regional business. Show the forms of collaboration with local business and prospect of collaboration development.

We made some attempts to involve local business to the SCN development. Unfortunately, No one of them was successful until now.

20. Give the project geographical coverage (in the form of map, if possible)

Camara province and Samara city.

21. Tell please about the efforts to reach smaller villages/communities outside the population areas. This is very important point, because this is the most prospective direction of RCNP project development.

Now the consortium examine different variants of the project area extension the others places (towns and country districts). We concern both number of non-profit organizations and technical base for public access sites in every separate district. We should also take into account the both the technical possibility and organizational potential of the project, its connection with non-profit organizations of a town and a country. It is necessary for standard work of the project in any region, because the Internet connection of personal users and non-profit organization is not an ultimate aim of the project, but the stimulus for creation of new relations between people and institution of region. The following possibility is supposed for creation of access points in the regions:

  • Connection of centres though a parabolic aerial of NTV
  • Connection of centres though an existing network
  • The recently originated second variant gives new possibility.
22. Tell please about volunteers' participation in your project. Give the number of volunteers, the names. What are you doing for involving more volunteers in the project?

During two years of project the effective work with volunteers. The most of volunteers are students of Samara universities and colleges. The agreement exists with Samara Academy of culture concern practical work of student of department of Information technology of library at SCN structures. Students of Samara pedagogical university work actively as volunteers. Recently volunteers of Samara State University work actively as translators. Volunteers make various works: technical support of users, homepage creating, training computer skills, text translation for and from Internet-resources. Totally, more than fifty volunteers have been involved.
