8. The main goal of civic networking is the development of local community. To what extent objectives listed below were the aim of your civic networking? And what impact did they make upon your community? (Comments are necessary).

Since 1996 our networking center quite actively lights up many aspects of cultural life of Chelyabinsk, developing web resources of theatres, galleries, musical groups, etc. In 1998, during work on RCNP project we opened real electronic edition � "Chelyabinsk Globe". Its team consists of professional art critics, writers and students of journalism department of Southern Ural State University (SUSU, Chelyabinsk). The project won a minigrant of Project Harmony in 2000. Created web pages were registered in Russian and foreign search engines and catalogues. We are collaborating with similar magazines and projects.

Everything that happens during work on CCN project, is directed to creation alternative sources of information for citizens, getting them freedom in expression of their opinions, providing freedom for choosing and training of qualified users. All these factors work for making the community life more active and in political sphere.

  4. Learning the users, sharing information about grant competitions, training, etc. increase probability for receiving new job, improving work conditions and salaries.

There are home pages of two NGO, various culture and art institutions (theatres, galleries so on) and educational ones (schools, colleges, universities).

11. Have you formed a Board of Directors (Coordinating Council)? What part does it play in your project? (for example please). Does this Board of Directors include representatives of local administration? ( Comments please).
 

Board of Directors was created on the first stage of the project. It included some persons from administrations of the city and of the oblast. The board carried out several meeting last year but in 2000 its activity is much lower. It can be explain by that fact that local authorities have developed program of computer capability enhancement in education. So the priorities were changed. Nevertheless SUSU, one of key players in CCN project, will be work and on new program.

The current organizing activity is accomplished by main specialists of the networking center Victor Krivoschokov and Dmitry Latukhin in assistance of leaders of some NGOs.

12. Does your web-server have the information about structure of local administration, schedule of its operation? What kind of information about local administration do you provide at your server? What kind of local, regional problems can be solved with the help of civnet together with local administration? (Detailed comments please).

    Because local government has more than one official web sites we put on CCN site links to these pages. How the fact could be explained? For example, Administration of Chelyabinsk oblast has two competing divisions that are curators of two different web sites. It gives often complex situations in relations between local Internet providers that maintain these sites. For us it is difficult to work by such manner.


13. How did you use or going to use mass media for promotion of civnet idea? (Comments please).

    Several articles were published in the main local newspapers, TV- and radio programs were recorded during work on the project. All of them tell about basic goals and key moments of CCN project.


14. How does your civic network take part in the work of local medical organizations. How can it help to solve medical problems in the region?

    The networking center supplied serious help for number of medical organizations for getting access to the Internet in the city. They include hospitals, research institutes, outpatients' clinics, a sanatorium. One more example is launching radio channel for such organizations as Mary Bridge-Chelyabinsk Affiliation and Tacoma-Chelyabinsk.
15. How do you work with organizations of disabled people, with citizens having some complex diseases? (Comments please)
    CCN provides free access to Internet for "Our children" association of parents of kinds with movement disabilities as well as three individuals who can move only on carriage. All of them have received their own mail accounts. We have organized technical support, "first-step" education and have supplied modem and network cards for connections.
16. What kind of work was carried on with local and regional youth/child organization in the framework of RCNP project?
    Almost 70 schools have access to the Internet via CCN. A half of them has also their own home pages on the web site.
17. What kind of work was carried on with local and regional ecological organizations? How does civic network help to solve ecological problems of your region? (Comments please).
    Ecological organizations are the most active participants of CCN. We collaborate very closely, there is exchange by information about any news and events in this field, about projects, foundations, etc. CCN mailing lists is a good way for sharing such information.
18. What kind of work was carried on with local and regional business. Show the forms of collaboration with local business and prospect of collaboration development.

There were eight courses from September 1999 to June 2000. They include lectures, workshops and practical studies for different categories of students (the same activity was on the first stage of CCN project in 1998-1999).

In practice, all territory of Chelyabinsk.

21. Tell please about the efforts to reach smaller villages/communities outside the population areas. This is very important point, because this is the most prospective direction of RCNP project development.

     
    Expansion of the project in this direction implies existence of some networking infrastructure around the area. But, as before, communications are concentrated in large cities.

    Anyway our networking center worked hard for involving and extending the network in Miass (Chelyabinsk oblast). Institute of Mineralogy that combines scientific organizations, university branches, schools and NGO, presents our interests there.

    Two networking centers have link of 2 MBps. We could connect up a school in intermediate point of the channel, in Timiryazevsky settlement.

22. Tell please about volunteers' participation in your project. Give the number of volunteers, the names. What are you doing for involving more volunteers in the project?
    Implementation of any project demands sometimes large expenses of means, time and people resources. Good help is brought by our volunteers who work with people with disabilities as well as NGO and initiative groups. I can call the following names:

23. Such conception as "human impact" is the key one for RCNP project. The important part of RCNP is the participation in the life of city, regional organizations, citizens and this participation should lead to positive changes. We would like to hear one or more such human-interest stories. Please tell the story about people who have benefited from the project. Participation in this project became an important event for different people and organizations. Ludmila Kuznetsova and her colleagues from "Childhood" Center for disabled persons have learned to use the email communications and net conferences in their work and created the Center's web-page. With this, they have facilitated considerably their links with similar organizations throughout this country and the world. They are now confident in the importance of their work, and they know how to develop it further.

In the framework of this project, the web page is being created dedicated to the work of the Center's Art Studio directed by I.L.Tomm, where an exhibition of children's works will be presented, as well as methodical guide of their teacher.

The participation of the Center's children in telecommunication projects gives them a good opportunity to overcome their communication problems solitude created by their physical defects (Lenochka Sukodolova, Anton Sharpilov, Gera Dudkin).

Internet is of crucial importance for disabled people. It can help not only with communication and getting information, but also with education and jobs. Natalia Potapova, a very disabled person, having got access to email, finds friends and colleagues who, like herself, specialize in Law , as well as materials for her doctoral thesis on surrogate motherhood in industrialized countries.
