Obninsk Civic Networking
June, 2000

1. The pilot version of the OCN WEB site was put on the server in the beginning of June. In the end of June the English version of the site was prepared and published on server.

2. In June two more Public Access Centers were put into operation:

  • PAC in social waiting room of Obninsk City Administration (Office 101, 1 Preobrazheniya Sq.). The PAC works on weekdays since 8AM till 5PM. Lunch time - 1PM to 2PM. A person in charge is Marina Ivchenko - (08439) 58454. The access to all OCN resources is free. When the program of browsing Internet resources is open, a user can see a page http://civnet.obninsk.org/resources.html that contains the list of all OCN resources with their description.
  • PAC in the City Youth Cultural Center (Room 30, 126 Lenina Ave.). The PAC works on weekdays since 10AM till 7PM. Lunch time - 1PM to 2PM. A person in charge is Alexander Filippov - (08439) 39321. The access to all OCN resources is free. When the program of browsing Internet resources is open, a user sees a page http://civnet.obninsk.org/resources.html that contains the list of all OCN resources with their description.
3. On June, 14 the conference of the Eurasia Foundation grantees took place in OK_Club. The title of the conference is "Development of Social Partnership in Obninsk in the Framework of the Eurasia Foundation Program". The press release of the conference can be found at
http://eurasia.msk.ru/news/press_releases/PR150600.htm. Yuri Koftan presented the OCN project in his report "Use of Internet Resources for Interaction between the Grantees". He demonstrated the http://www.CIVNET.OBNINSK.ORG site and offered to use its resources for interaction between local not-for-profit and municipal organizations.

4. During the period of June 19 - June 30 members of city not-for-profit organizations (6 persons) attended 6 workshops on a curriculum "Foundations of Internet". The training program of the curriculum and the list of participants is attached to the report from Obninsk for the second quarter.

5. According to the decision of Mayor Shubin a work group was created in the city to prepare the plan of activities in the framework of the Program of Obninsk Development as Naukograd (Science City) in 2000 - 2004. The chairman of the group is Mr. Vladimir Silaev, Vice Mayor of Economic Issues. Yurii Koftan (President of OK_Club and Chairman of Informatization Section of City Scientific and Technical Council) was invited to take position of the leader of a direction "Establishment of United Information Environment of Naukograd" within the work group.

6. Since June 30 Obninsk citizens and not-for-profit organizations have dial-up access to the OCN resources. Multi channel access to Internet is organized via phone (08439) 94409. So far a temporary scheme works (4 channels). In close future we will have 8 channels.

7. On June 29 an expert from the Eurasia Foundation conducted the Round Table in OK_Club. The event was designed for not-for-profit organizations and included two themes for discussion:

  • (1) The development of the third sector by eyes of a charitable foundation manager;
  • (2) Internet as a new strategic environment for the development of the third sector.
8. On June 30 the Eurasia Foundation together with OK_Club carried out a conference of community foundations from Russian cities. Among the participants there were representatives from Kazan', Vladimir, Tver', Tyumen', Tol'yatti. The major question of the conference was the experience sharing  for sustainable development of community foundations as a connecting link between not-for-profit organizations, business, and authorities.
