Obninsk Civic Network

At the instance of the Governor of the Kaluga region Anatolii
Artamonov the President of Russia Vladimir Putin ordered to include the
Kaluga region into the Federal Program �Electronic Russia� in 2002. The
Department of Economy and the Department of Education and Science of the
Kaluga region offered the OCN to participate in the formation of project
ideas for the development of a network of Public Access Centers in the
framework of the Federal Program. The OK_Club is engaged in the development
of a project for Regional Center of Information and Communication Technologies
that includes a system for support of innovation business in the sphere
of information technologies.

On August 27, 2001 representatives of several city organizations
and Obninsk City Administration met to discuss principle issues of projects�
activity and grant policy in Obnisnk. The meeting was initiated by the
City and the Network of Active Organizations (�NAO�).

During the meeting the representatives of the City confirm
intention of the local government to consult with city organizations in
planning and realization of its activity. The participants spoke about
their experience in implementation of different grant projects and about
plans of their organizations. The discussion helped to determine general
directions for joint activity. They are the joint promotion of favorable
image of Obninsk and development of �integrated� projects where several
organizations participate. The participants asked the City representatives
to speak out their opinion about the most important problems of the community
and priorities in social policy and economic development.
Alexander Sychev emphasize that the City initiative to
form general principles of projects� and grant policy doesn�t mean the
City will dictate what to do or restrict initiative of organizations. The
cooperation of all sectors of the community is really necessary. More and
more leaders and organizations understand that the successful solution
of local problems as well as their own success demand cooperation and coordination
of plans and activities. The City representatives agrees that ideas for
mechanism of social partnership suggested by �NAO� will be helpful for
cooperation and dialogue between the local government and the community.
The next meeting devoted to discussion of new projects�
ideas will take place in the end of September.

In August the �OCN Resources� section were replenished with

On August 12 the not-for-profit �Community� (member of the
OCN Consortium) started a new information projects on its WEB site. Weekly
the site presents news on Obninsk not-for-profit sector, culture, and sport
(from local media). News are published both in Russian and English. http://www.community.obninsk.ru/third_sector/thirdsector.htm
