In May the work towards filling the site was actively proceeded. The monitoring of Tatarstan Republic  legislation  about noncommercial organizations, including the decisions and normative acts was published. News headings were constantly replenished with the information. This month the employees of the project have carried out the monitoring of Tatarstan mass media, and also Russian and Tatar legislation in sphere of a word freedom restriction. The recommendations for public organizationsabout the work with mass media were developed, contacts with journalists related to the preparation of the press releases, information messages were adjust.
In May the new organizations-users were connected to the project: public organization "Airat", and also six private persons were connected too. All they were registered on the site.
Also in May within the framework of the project the creation of new public structure - independent institute of protection of the rights of the Internet users was initiated. The initiators were: S.Knyazkin (Association of NGOs of republics of Russian Federation), D. Vokhmyanin (Committee for Protection of Human Rights in Tatarstan). After discussions the Rule of this organization was developed.
Also during all month there was a preparatory work to presentation of "the Kazan Civil network", it was decided to hold the Great Opening Ceremony on June 20, 2000 in the Institute of History of the Tatarstan Republic Academy of Sciences. The invitations to all newspapers, local radio and TV are sent. The arrangements to participate in opening ceremony was received from the adviser of the President of Tatarstan, adviser of the Chairman of State Council, national deputies, employees of the commission for legislation of State Council, leaders of public organizations.
Since May two of free-of-charge public access centers (in the KAI, in the Committee for Protection of Human Rights in Tatarstan) began to work constantly. Each center ppovides the expert who helps people to use the Internet and to solve all current problems. As a rule, these users are the representatives of public organizations, students, young scientists. The employees of the project (technical part responsible - KAI) have developed the plan of expansion (increase of number) centers of free-of-charge access to the Internet in  Kazan State Technical University.
