Kazan Civic Networking
April, 2000
April became a month of work towards filling the site. New pages devoted
to culture, industry, geography, history, legislation of Tatarstan Republic
were opened. The group of the project employees during all the period worked
above monitoring of Tatarstan's NGO. The legislation of our republic concerning
development of NGO was analyzed for the first time. The data about tax
indulgences, privileges, opportunities given at a regional level allow
us to make some conclusions:

Firstly, Tatarstan legislation gives the greatest attention to NGO
of the disabled people and veterans. As a whole, the legislation of Tatarstan
about NGO does not answer the modern requirements and needs of NGO.

Secondly, the serious tendency of participation of NGO in legislative processes
was planned. NGO gradually study to lobby the necessary laws.
In the same period, employee of the project P.Chikov, who works as a peson
contacting with NGO and also as a translator to English , successfully
overcame the competitive complications of IREX program and became the winner.
Now he is going for 12 months to tell about "Civic networks" in USA.
In April the new users were connected:

the Kazan branch of the Russian Society of the engineers-builders (R.Tagirov),
-
Public center of the help to the population (V.Yegorov),
-
Initiative group "News of Kazan" (G.Kazakov). By the way, "News of Kazan"
- new informational project for the foreign users interested in the Kazan
news and curious events. Now this initiative group works together with
"the Civic network".
The technical group indefatigably worked at the modernization of server
"the Kazan Civic network" and created significant conveniet conditions
of work for the participants of our program.
In particular:

the system of registration of the program participants is changed as follows:
the user sets a login, password, name, e-mail for the further communications,
the following sheet brings the information on the correspondent (person
or organization publishing the information on the site), the third form
is devoted to adding of organization's or citizens address participating
in the program "the Kazan Civic network".

during registration, the participant can add a textl file with the information
about the activity, organization. After approval by the manager , the information
is automatically put in a database, and also is published in section "our
friends" and to "the map of server".

the opportunity given to registered participants to publish the information
in any area of the site, and not just in news tape is added to our service.

the automatically replenishing "map of server" formed on the basis of a
database was developed. "Map of server" can contain the unlimited amount
of levels. A root of the tree of "map" can be any text document which has
the name in a database during the publication on server.

the system of documents adding of the on the site is ramified and
improved. At entering the document the opportunity of code conversion of
the document from KOI, Windows, Dos, or submiting the information in a
html-format is offered to the user. At the publication of information in
html-format the approval of the manager is necessary before other visitors
can see the given document. At receiving the documents placed on the site,
there is an automatic code conversion in html-format: adding of a standard
head, dividing into the separate paragraphs. The user can also add various
files, which will be add to the specified text documents.

the optimization of a portrayal of frame windows of the site is carried
out with the help of Java-scripts. The windows with changed information
appear only, that allows to increase the speed of the site pages portrayal.

the system of puting, changing, modification of the site base is optimized.
The special script was developed for the manager, which allow to reshuffle
the data, to keep a reserve copy, to change structure, that considerably
facilitates the work of the manager.
