5. Purpose and objectives of proposal

Development of Sergiev Posad Civic Network, creation of local databases,
providing of access to Sergiev Posad Region informative data .

The development of partnership, implementation of joint programs and projects
by means of telecommunication in Sergiev Posad Region, Moscow Region, Russia,
other countries of the World.

Providing of Internet free access to NGO
-
The improvement of interaction between executive power and public organizations
in Sergiev Posad region, assistance in social problems decision
6. Accomplishments during report period :
a. meetings and communications pertaining to output (with full
address):
During collaboration with other public organizations we have found the
opportunity to purchase five more computers for our project. We are going
to use those computers in new public access points for Internet connection.
("INITIATIVE" Foundation -John Patton, president. The foundation was registered
on 08 July, 1999, in Boston, Massachusetts. Identification number 04-3465921.)
As we have told earlier Sergiev Posad is a sister-town of beautiful
Ruey-Malmezon town, which is situated not far from Paris. With the help
of Internet children from Sergiev Posad schools �1 and �11 communicate
with French friends. They visit France and live in the families of their
French friends and vice versa French schoolchildren have thr oportunity
to visit Russia. It became possible due to Internet.
We attracted professional designers for redesigning of our WEB-site
and prepared a new version of Sergiev Pposad presentation in Internet.

Besides this One more site http://
www.sergievposad.ru was created not so long ago. It reflects the current
life of our town.
In order to enlarge the number of Internet users together physics-mathematics
school with we signed an agreement about the establishment of school Internet
studio. Vladimir Solov'yev became the Studio Director. Our foundation provided
two computers to computer classes.
In aim to create a web-page devoted to catalogue of ancient books stored
in Troitse-Sergievskaya Lavra library we provide a computer to this library.
This project is implementing now by our volunteers: Father Gavriil, prior
of Spaso-Vifanskiy Monastery and Vladimir Tryusov.
To develop a project of historical center "Craftsmen City" creation
in Sergiev Posad there was held a working meeting with participation of
V.Goncharov, the head of local administration; O. Vaviliv, N. khokhlova,
deputy cheif of local administration; V. Nemov, Foundation for Social Programs
Director; Jhon Patton, Charitable Foundatin "E-Initiative" President.
On 27, June local administration and Foundation for Social Programs
initiated a holding of meeting-workshop with creative forces of region,
this meeting was devoted to the question of Creative League creation.
b. activities in Sergiev Posad or other locations pertaining to
output (description, diagrams for technical issues) :
Due to Sergiev Posad Civic Networking activity the level of information
distribution increased rapidly, the number of public access points grew
up, contacts between people and organizations extended.
Every item of equipment received from "Friends and Partners" Foundation
and from other additional sources was set up and put into operation:

We have 4 dial-up lines, 2 PPP lines. There were created 14 Public
Access Points (PAP) to Internet. We connected 16 organizations via dial-up.
Web-server, Mail-server, News-server run on. Every user can open free e-mail
address.

In Sergiev Posad Humanitarian Institute (address: Sergiev Posad, Voznesenskaya
St, 55) there were connected to Internet 10 computers. The connection to
server is done with the help of dedicated line.

In the building of local Administration (Cultural, Sport, Tourism Department)
we created a Public Access Point (PAP) to Internet.

In Youth Initiatives Center (Bogorodskoe settlement) we connecyed to Internet
two computers;

In iams to create the unique electronic library of ancient books we provide
one scanner and one computer to Troitse-Sergieva Lavra library.

Two computers provided by FCP were connected to Internet in the building
of Sergiev Posad Chamber of Commerce.

One computer with Internet access was installed in Interregion Farm Center
"The Flowers of Russia". With its help the staff of mentioned center has
the opportunity to demonstrate landscape design, bunch of flowers compositions
from Internet sites.
c. progress towards achieving purpose and objectives :
As a result of done work in Sergiev Posad region there was created civic
network. Social discriminated population has a chance to communicate using
the facilities of civic networking.
There were created several public access points, 20 organization's
sites, the number of users (especially students) increases rapidly.
The web version of "Architecture, Construction, Design" Magazine is
publishing routinely.
Sergiev Posad Civic Networking takes part in "Mobil" magazine publication.
We provide information from Internet to local newspaper "Vpered" and
"Vash Interes".
The electronic catalogue of painters and handicrafts is in work.

There was done a great work towards the creation of united Russian
web -site http://regions.ru
Our server is represented at this server too.
Sergiev Posad CN took part in creation of Moscow Region Chamber of Commerce
site( http://www.tpp.ru ). The aim of this
site is to provide assistance in trade deals to region enterprises.
d. issues and problems :
Due to Sergiev Posad Civic Networking the number of Internet users and
public/business activity of people increased rapidly.
However there are still some problems:
1. Insufficient number of dial-up access lines
2. Insufficient information distribution about Internet
3. Insufficient financing of program (for radiomodems application )
4. The cost of Internet traffic rose up.
e. training activities and number of individuals trained:
During the report period in London there was held an international workshop
devoted to the problems of civic networks development.
In Moscow on 24-27, April there was held the international conference
devoted to migrants problems. The representatives from Sergiev Posad took
part in the work of this conference.
On 26, June in Gorlovsky library there was held a workshop devoted
to creation of Creative Legue in Sergiev Posad region.
The total number of men and number of women participating in this specific
activity is 100 (the number of women is 58, the number of men is 42)
7. Activities to be conducted during the next quarterly report period
(summary only).

the increasing the number of dial-up access lines

continueing the creation (together with Department of Culture, Tourism
and Sport) of a new site of Association "Russian World".

united Sergiev Posad Internet Net

the creation (together with Sergiev Posad Chamber of Commerce) of Business
and Creative Center for young scientists of conversion enterprises.

providing 2 computers to School of Physics and Mathematics. FCP plans to
connect those computers via dedicated line to our server.
