A report for each subproject is required quarterly and annually. The following should be completed with particular emphasis on accomplishments during the reporting period.

Launching and development of Chelyabinsk Civic Network

6. Accomplishments during report period :

a. meetings and communications pertaining to output (with full address):

There aws held a meeting with leaders of Astra ST company for discussing possibility of connecting of SUSU and respectively CCN and FREEnet to RBnet (Russian Backbone Network) through fiber optical cable. The participants were: general director Igor Tumanov, technical director Konstantin Kubantsev and main specialist Dar'ya Korotkevich.

b. activities in Chelyabinsk or other locations pertaining to output (description, diagrams for technical issues) :

  • The main result of the meeting was the agreement about creation of "last mile" - fiber optical line between CCN/FREEnet center and Rostelekom interconnection point. The sides have coordinated a scheme of laying the cable and have determinated their cooperation conditions.
  • Hitherto CCN used communications of regional center FREEnet, in particular radio and infrared Ethernet systems, dedicated telephone links. Using of optical link will simplify access to Chelyabinsk-Moscow main line and will increase reliability. Besides, so we will receive a technical possibility of participation in such projects as NaukaNet.
Some other interesting questions were discussed at the meeting, including the issues on service commercial organizations by power the specialists CCN/FREEnet center, which are located in the territory of campus. We suppose that this helps us to get an additional financing for current projects.
  • To launch "last mile" the center purchased the equipment (optical modems, cable and other) of the total near $6500.
  • One more personal computer, provided by the Friend and Partners foundation in 1998, has been upgraded due to means of CCN center, -  memory was added, hard disk was replaced


c. progress towards achieving purpose and objectives :

  • Home page of center "Childhood" (its leader is Ludmila Kuznetsova) was put on http://www.ccn.org.ru web .

  • This center has collaborated with CCN already for year. One of the mutual  with organization "Our children" projects was a summer school (1999) for the children with  a motor system deflections. Next steps were opening Internet-club and realizing the project "Count It!". Information on the last one was used for illustrations of RCNP activity at recent conference.
  • Three persons with disabilities received access to Internet through CCN. They took a short training, became subscribers of our mailing list, constant contacts were established with them by email, phone and personally.
  • Specialists of center finished a development of chat server. Its LE-a version has been compiled on CCN site for on-line debates. One of such discussion devoted to  local self-government is planned in September-October, with the participation of  Administration athorities of Chelyabinsk City . Its organizer - "Feminine network on Ural". (Rights on getting the full version of server are obtained by a German company.)
  • From the very beginning of CCN project we are publishing e-zine "Chelyabinsk Globe", which is telling about the city, its inhabitants, events of cultural life. Thanks to this activity the center has gained digital camera Nikon Coolpix 950, 8-mm comcoder. In 2000 we got an additional financing - a mini grant from "Project a Harmony". New accessories were purchased for the issue: converters for the camera, a digital speech recorder. All this equipment is used as well as for CCN tasks.
  • On 17 June  a seminar was held in SUSU, at which Dmitry Latukhin and Victor Krivoschokov made presentation about new information technologies and their using for training NGO staff and specialists in universities. Almost 40 persons presented at the seminar.
  • The mailing lists of CCN, grants and for the technical user support have continued their functioning. Total number of their subscribers in the end of June was 150.

d. issues and problems:

One should say that CCN project is being developed successfully. Practically, we have finished building of the whole complex of network services for nonprofit users, including web hosting, email, mailing lists, gateways for working with HTTP and FTP through the e-mail, chat server. In the nearest future the virtual bulletin board (forum) will be opened as well.

At the same time the staff of CCN/FREEnet center are unable completely to change a situation in Chelyabinsk regarding NGO activities. Some of these organizations suffer from the turnover of personnel, feel declines of activity. Many as before depend on the public bodies themselves, from their active positions. We do all hanging from us to make the conditions of existence of NGO  "information comfortable".

From medium of March to the end of May in the CCN center "Internet for everybody" was carrying out learning course of NGO specialists which is concerned bases of work in network and web design. It was visited by 17 persons (4 men and 13 women) from eight organizations.

Students took lectures about HTML, reviews on JavaScript, CSS and CGI, they got a possibility to experiment in creating of personal web pages, in using of such packages as Macromedia Dreamweaver, Adobe ImageStyler, Xara WebStyle and others. They have received also specially recorded CDs with freeware and shareware, required for web masters: utilities, browsers, etc.

In the center there were held several seminars, the subjects was:

  • Bases of work with the raster graphics. Adobe Photoshop.

  • 6 persons (4 women/2 men) attended the seminar.
  • Internet: bases of work. Information retrieval (24 hours)

  • 21 persons (16 women/ 5 men) attended the seminar.
