Development of Obninsk Civic Network
  1. Achievements during the reported period:
The Consortium of the OCN founders realizes the first stage of the Obninsk Civic Network development during year 2000.

During the first year of the Project the following stages were fulfilled:

    1. OCN technical basis:
  • The central Web server in the OCN Information-Methodical Center (OK_Club),
  • OCN dial-up access server for 8 numbers,
  • Telecommunication IP network (10 Mbit/sec) that connect 14 computers in 3 Public Access centers and 12 PCs in 2 Training Centers,
  • Internet connection to Moscow (at �-9 � RBNet) via not-for-profit Internet provider Obninsk Computer Network of Education and Science (8 Mbit/sec) with reserve (backup) channel via commercial Internet provider Maxnet Systems, Ltd. (2 Mbit/sec).
    1. OCN information (humanitarian) basis:
  • Information resources of OCN own Web portal � news line, forums, information on the Project, description of opportunities presented by OCN and OCN servers,
  • Information resources of not-for-profit organizations, citizens, and other organizations developed in the framework of the OCN Project (banner �OCN participant�) and presented on the OCN portal,
  • Consolidated and adopted to OCN portal information Internet resources on civic, municipal and other themes developed outside the OCN Project,
  • Training and consulting system on OCN issues,
  • A newspaper �Light in Internet� established and supported by the Consortium and OCN Board. The newspaper presents materials on Internet including OCN activity.

OCN Web portal coordinator is Yuliya Dyaguileva (98602).

Now the OCN presents following services and resources to not-for-profit organizations:

    • Development of own pages in Internet with the help of a team of volunteers programmers of OK_Club.
    • Free location of own Internet pages on the OCN site.
    • Free e-mail address.
    • Free access to Internet � to Obninsk sites, sites of civic networks in Russia and other countries (in OCN Public Access Centers).
    • Free dial up access during 1 hour a day (for individuals) to Obninsk and Russian civic networks.
    • Free membership in OK_Club for individuals provided that a new member will work as a volunteer in OCN. OK_Club members have full access to Internet.
    • Free training on cources "Fundamentals of Work in Internet�: non-profits in OK_Club, municipal officials in Obninsk City Information Center.
On December 2000 the OCN includes 20 organizations and 136 individuals.

Sixty three Obninsk sites are included in OCN resources. Fifty one of them are developed in the framework of OCN Project. Ocn resources also include 5 sites of Russian civic network and site of �Freirnds & Partners�.

  1. Brief description of activity proposed for implementation for the next reported period
  • Expanding of access opportunities to OCN for citizens by establishment of 2 new Public Access Centers: in City Library and in its Affiliate #1.
  • Development of OCN information resources,
  • Development of new sites for non-profits and individuals,
  • Consolidation to OCN of sites developed in the framework of other projects.
  • Further development of OCN site.
  • Creation of OCN united news system (automated exchange of news on OCN sited according to thematic subscriptions).
  • Support of civic projects and movements directed to the development of citizens� participation in community life, attraction of youth to information technologies.
  • Continuation of free training of non-profits in Internet and OCN.
  • Continuation of a program of free development of Web sites for non-profits and citizens by means of training volunteer programmers.
