Assistance in developing civil movement in the Republic of
Tatarstan and initiating noncommercial organizations joint social projects,
bodies of state authority and business, establishment of social partnership.

Work to popularize modern information technologies in public
and civil spheres.

Work to develop the information maintenance in noncommercial
and commercial sectors and to associate organizations for joint cooperation
within the framework of the Russian Civic Networking program.

Expansion of activity�s scales of noncommercial and commercial
sector by means of modern information technologies.

Information interaction of non commercial organizations,
bodies of state authority, mass media in sphere of noncommercial and commercial
sector development and civil society formation to solve jointly social,
cultural, educational, information, resource, personnel, methodological
and other problems of public movement.
Tasks:

Work to popularize the activity of public organizations,
positive and negative work experience, public initiatives, actions and
measures, interaction within state structures, MASS-MEDIA and all public
sectors;

Assistance in creating and developing civil society institutes,
in particular, in creating, strengthening, interacting and associating
efforts of not governmental organizations;
-
Work to develop service functions of centers of public access
to Internet, thus creating favorable conditions for wide layers of population
to the network; to popularize Internet opportunities, to report the activity
of noncommercial initiatives in Internet. At present five centers of public
access function;

Granting opportunities to develop noncommercial republic
sector, using achievements of information technologies through connection
of noncommercial organizations, active citizens to the dial-up Internet
usage;

Monitoring on problems of public movement development with
the help of Internet; republic legislation analysis in the field of noncommercial
organizations� development, estimating level of noncommercial organizations
interaction with bodies of state authority;

Information and technical assistance to " Kazan Civic networking
" users services work;

Interaction with Mass-Media;

Realizing educational courses, seminars to improve the total
level of organizations - project�s participants activity;

Assistance in creating project�s participants Web-sites

Providing to a wide audience:

news about organizations and private persons activity participating
in the project;

mass media monitoring results on freedom of speech problems
and civil sector development in the Tatarstan Republic;

information, given by noncommercial organizations (NCO):
about NCO activity, problems, results and achievements, actions and measures,
announcements of actions and measures, NCO appeals and statements, concerning
all spheres of activity;

placing local news, databases (NCO database, legislative
database), information on significant culture, science, NCO events, inquiry
and news information on the Republic of Tatarstan, Kazan, geography, population,
culture, science, economy, public health services, civil initiatives;
-
publishing the methodical literature with recommendations
for public organizations work; on realizing their projects and initiatives,
NCO develop various methodical manuals and literature;
-
reports on noncommercial and commercial organizations activity
in the Republic of Tatarstan and other national Republics of the Russian
Federation. According to the conditions of cooperation contract, each organization
� project�s participant - should place on site not less than one publication
per week;

publication of analytical materials, concerning the civil
sector and conditions of regional legislation in the Civil Network;
6. Accomplishments during report period:

Meetings and communications pertaining to output:
-
During the year 2000 a number of meetings with Governing
Body of the Tatarstan Republic were held. Law-making processes are regularly
discussed with Mr.Vagizov and the questions of deputy ethics with Mr.Hakimov.
Legislation of Tatarstan Republic and Russian Federation carry out the
joint work on monitoring.

28 non-commercial organizations were invited to the work
in the project and they have been fruitfully cooperating for the period
of a whole year 2000. Meetings and discussions of typical questions are
held regularly.

Active work on involving new interesting organizations and
citizens of Republic are being carried out. Preliminary negotiations about
the cooperation of mutual benefit were taken with Head of the Department
of Theoretical bases of communications of Kazan State Energy University
- Professor Taisina Emilia Anvarovna . They concerned the questions of
participation of the students and professors in the program "Kazan Civic
Networking" in connection with opening of new speciality " Public Relations,
with the representative of "Global-Source-Net" Kavin Bass. It should be
mentioned that cooperation with Kevin Boss promises development of new
potential within the limits of "Kazan Civic Networking" and "Educational
cultural exchange".

Work with interaction system of communication "Kazan Civic
Networking�:

In the year 2000 the interaction system of communication
"Kazan Civic Networking" has been created. It contains several interfaces
of work with users: administrative section, registered users and unregistered
users. Depending on the user's status, various adaptations of work with
this user are represented on server.
-
One of the main dignities of the interaction system of communication
" Kazan Civic Networking" is its democratic approach to the users. Any
registered user can enter the list of distribution in order to send his/her
massage to all participants of the project " Kazan Civic Networking", he/she
can freely publish his/her massages on site and control his/her page independently
without the administrator's interference.

By the year 2000 there have been involved 214 users to the
work in the interaction system of introduction of information, some worthy
support and supplement of information on site " Kazan Civic Networking"
is being given. The administrative work on the access of new users and
on the control of their work is being carried out.

All information is regularly published on 3 languages: Russian,
English and Tatar.
-
There is everyday treating of information about the users'
wishes and claims on site.
-
Owing to the gifted equipment of Ford Fund and of " Friends
and Partners" Fund modem pule for the users and participants of the program
" Kazan Civic Networking " has been extended.
-
The analysis of the project usage by the Internet participants
has been made. In accordance to it one can see that Internet load makes
up on the average 5 hours a day - time for every center (there are 5 of
them). There are some acute necessities to expand the modem pule and Internet
canal as a result of the detailed activity of the project " Kazan Civic
Networking".

All twenty-four-hour technical support of the Internet users
is made within the frames of the program.

The client pages of the participants of the project are regularly
created, the informational work with organizations-participants of the
project is being carried out. During the year 2000 there have been published
several Internet Representations for 14 organizations-participants of the
project.

The work on support of the worked out pages for the organizations
is being carried out.
-
All possible twenty-four-hour technical support of the Internet
user -participants of the project " Kazan Civic Networking" has been made.

Humanitarian Maintenance Group Work Results:
2.1 All kinds of work on informational support of the
project are being carried out.
2.2 The advertisement work on the project is under the
curator's control
2.3 The created informational center works effectively.
It is responsible for informational filling site "Kazan Civic Networking"
2.4 There is constant informational exchange between the
participants of the project.
c) Progress towards achieving purpose and objectives:
In the year 2000 the project " Kazan Civic Networking"
was developed, the technical maintenance groups and the humanitarian maintenance
groups have been created. Thew showed their high efficiency and creativity.
28 non-commercial public organizations were involved to make a great moral
contribution to the project.
The main task of the project was to create a section of
net with a new center in Internet. It could combine organizations and citizens
in solving topical problems of a broad auditory. There are the problems
of development and informational interaction of non-commercial public organizations
of Kazan and Tatarstan Republic, the problem of joining efforts of public
organizations, scientific institutions, government bodies, mass media on
formation of civil society and informational space of non-commercial sector.
Citizens are provided with help in presentation of all kinds of Internet
service, including presentation of free of charge dialup access to Internet
for non-commercial organizations and initiative citizens. There are some
possibilities of free access to Internet in the public access centers,
of development of Internet-Representations and of teaching the work in
Internet.
The active work on spreading information about the activity
of public organizations is being carried out with the support of mass media
and radio programs. The services of technical support functionate in usual
regime, i.e. work with site is being continued, twenty-four-hour duties
on the support of the Internet users are being conducted, administrative
work is being done and the public access centers work effectively. Educational
lessons in the public access centers are being conducted and that let increase
efficiency of their functioning. The analysis of legislation about non-commercial
organizations and about the rights of citizens in Internet is being made
as in previous time. Public organizations-participants of the project use
dialup access to Internet distribute information about their activity,
news and other information on site.
News section is published in Russian, English and Tatar
on site. It deals with public life of the Republic. Many public organizations
and citizens are invited to the work on informational exchange.
Some organizations of all spectrums and trends of activity
in the regions of Russian Federation are engaged in creation of their private
pages and their sections in "Kazan Civic Networking". All this activity
attracts attention of the broad circle of citizens from all over the world
to the problems of the civil sector strengthening and its development on
the territory of Tatarstan Republic and within its bounds. The project
let get over informational disconnection of organizations, joint their
efforts and get right the system of informational interaction.
The system of interaction communication let flexibly tune
up its subject boards of advertisements and news sections. At present,
there are "Republic News" and " News of Organizations" columns.
d) Issues and problems:
Achievements:
Owing to the developed program support, non-commercial
organizations may independently publish information on site of " Kazan
Civic Networking". All organizations-participants of the project are engaged
in the work on site. Before engaging in the project any organization enters
into an agreement about mutual cooperation. In the agreement, it is mentioned
that this organization is given a free of charge access to Internet and
that it takes an active part in informational exchange on site of the project.
5 centers of public access to Internet work for the broad
community with the purpose of popularization of Internet technologies and
increasing the number of "Kazan Civic Networking" movement. The centers
are the following: Centers of public access to Internet for the population
in The Committee for Protection of Human Rights, Tatar Institute of Business
Assistance, Internet-center of Kazan State Technical University, Public
Charitable Fund "Covcheg"(in the room of the Sophia Church) and State Clinical
Hospital of Kazan � 13.

Working time: from 10.00 a.m. till 2.00 p.m. in a working
day. The access is possible for all citizens with Kazan registration if
they can represent the aim of usage of Internet.
The center of public access was opened in that place because
the population of Kazan and Tatarstan Republic every day applies for the
help of The Committee for Protection of Human Rights. Thus, it is the proper
place to get some additional possibility to be informed of the disturbing
problem by means of Internet.

The center of public access to Internet in the building
of Tatar Institution of Business Assistance ( TISBI).
Address: Moushtary St.13, Kazan
Responsible person- Kurdukova Tatyana
Working time: from 12.00 a.m. till 4.00 p.m. in a working
day. It is organized for the students of TISBI. There is no more inquisitive
section of any society than youth. That is why the center of public access
to Internet was opened in exactly TISBI.

Working time: from 4.00 p.m. till 8.00 p.m. in a working
day.
This center of public access has been working before the
beginning of the project . It is very popular in Kazan. Now every visitor
has a good chance to work in Internet free of charge during 30 minutes
every day from 1 p.m. till 5 p.m., except for weekends and holidays.

of Sophia Church in Kazan.

The center is open for scouts of Kazan, for workers of
Orthodox Church and for active parishioners.
Working time: from 4.00 p.m. till 9.00 p.m.
This center was created for the youngest participants
of the scats' project in Orthodox Church for children of poor strata of
society. These children could hardly get some knowledge of computer and
Internet without the existence of that center.

5. The center of public access in the building of the
Kazan State Hospital � 13. Address: Responsible person- Prof. Fedorov I.V.
Kazan
Working time: from 2.00 p.m. till 8.00 p.m. in a working
day
The medical staff of the Hospital together with the patients
undergoing medical treatment works in this center.
Problems:
1. The basic problem is project�s participants frivolous
attitude to obligations.
e) Training activities and number of individuals trained:
In the process of the realization of this project many
specialists in the field of informational technologies conducted regular
lessons on forming work skills with computing machines. These lessons were
also devoted to formation of skills for effective work in Internet, to
collection and spreading information of public organizations, interested
in the realization of the present project on the basis of Kazan State Technical
University ( KAI ).
Such free of charge lessons will be continued in 2001
for all volunteers:
In KAI the lessons are conducted 2 times a month for the
students, professors and other people;
In the center of public access the lessons are conducted
2 times a week for the school students, adolescents and youth;
In the center of public access in the State Hospital the
lessons are conducted one time a month for the medical staff and for the
patients;
Next year the every month's lessons will be conducted
in the center of public access in the production-educational center " Solnishko".
The themes of the lessons are the following: " The basis of work with computer",
" What is Internet?", " What is the right way of making an inquiry of search?",
" How one can announce of himself in Internet?" and so on.
f) Number of men and number of women participating
in specific activities:
To crown it all in the year 2000:

7 trainings have been conducted in the center of public access
of Kazan State Technical University ( KAI ) , 57 women and 98 men attended
them;
-
9 trainings in the center of public access of the State Hospital

( 14 women and 17 men);
-
17 trainings in the center of public access in the Sophia
Church
( 43 girls and 56 boys);
-
1 training in the Kazan seminary for men (11 men).
7. Activities to be conducted during the next quarterly
report period (summary only):
There are some certain plans - to continue working with
interaction system " Kazan Civic Networking";

to render assistance to the organizations-participants of
the project in creation of their own sites.

to continue the work with non-commercial organizations, to
attract new organizations-partners;

to conduct educational seminars and conferences for the participants
of the project;

to continue active interaction of the project with mass media;
