No ethnic information in Kyrgyz passports
The prime minister signed a decree cancelling the fifth blank in
citizens' passports containing information about the ethnic background or
nationality of a passport's holder. The blank will be replaced by words
"Citizen of the Kyrgyz Republic".

President Akaev to visit Russia on March 12-15
Akaev will meet Boris Yeltsin and sign a package of agreements
in Moscow. Then the president will visit St. Petersburg where he lived for
17 years. On his way back he will stop in the Russian city of Omsk, not far
from Kazak border.

BISHKEK, 28. 02. 1996
Asian Bank of Development and Reconstruction will credit Kyrgyzstan $50 mln.
for rebuilding the Bishkek-Osh automobile road.
This road plays a strategic role for Kyrgyzstan because it connects two
regions: the industrial North and the populous South. It is 630 km long.
The total cost of the project is about $89 mln. The government of Kyrgyzstan
will invest about $ 18.5 mln with the difference invested by the Japanese
Foundation for foreign economic cooperation and the Scandinavian Foundation
for Development.

BISHKEK, 29. 02. 1996
Iran will allot Kyrgyzstan $ 10 mln to support economic reforms in the
country, stated the Minister for Foreign Affairs of Iran, Ali Akbar
Velayatti. Mr. Velayatti stated that as a result of his meeting with Askar
Akaev he hopes for closer economic cooperation between two countries.
Answering a question about the current situation in Tadjikistan, Velayatti
said that during his meeting with the president of Tadjikistan on February 28
it was agreed that government forces will declare a cease fire. Also
the minister said that the presence of the opposition in the Tadjik
parliament will help to settling the military conflict.
Velayatti said that he will meet with the new Russian foreign minister
Eugene Primakov on March 6 in Moscow. He is going to discuss the economic
and political problems of former Soviet republics of Central Asia. According
to Velayatti, Russia plays a positive role in the stability of Central Asia.

New Prime-Minister - old Apas Djumagulov
On Friday, March 1, the Jogorku Kenesh approved the nomination of
Apas Djumagulov for Prime-Minister in its joint meeting. This is the sixth
time Apas Djumagulov has been named the Prime Minister. He enjoys the image
of a workaholic without any serious ambitions, a patient and silent figure
behind President Akaev. Djumagulov had been Prime Minister long before the
nation knew what democratization, along with privatization, was and he seems
to have learned quite a lot. Especially if we bear in mind that he is
settling the accusations of several newspapers in court of setting
favorable conditions for and supporting a few private oil and alcohol
companies said to be owned by his family.
Many newspapers predict his dismissal in fall of 1996, so Djumagulov
will be responsible for any failures of the President's optimistic plans and
promises.

On March 2, 1992 Kyrgyzstan joined the United Nations. To celebrate this
date and to raise some funds for the local music conservatory and its young
talents, the Ministry for Foreign Affairs invited the Bishkek international
community to a concert in Philarmonium.

The minister for foreign affairs of Iran, Velayatti visited Kyrgyzstan on
February 29. He consulted with Kyrgyz officials about a summit of the heads
of the Economic Cooperation Organization states to take place in the first
half of May. Mr. Velayatti also held talks concerning the Iran-Turkmenistan-
-Central Asia rail road.

Alois Resnick, a high official from OSCE, during his visit to Kyrgyzstan
participated in the ceremony that opened the OSCE Central Asian Bureau in
Bishkek.

U S E F U L I N F O R M A T I O N
Rules on the import and export of foreign currency in Central Asia
There are no limits on the export or import of foreign currency in
Kyrgyzstan if one declares the amount in a customs declaration.
The limit on export of foreign currency is $500 or its equivalent in
Kazakstan. If you bring more money into Kazakstan than you declared on your
exit customs declaration you have to produce an explaination of the
difference.
Both in Kazakstan and Uzbekistan, the export of the national
currencies, sum and tenge, is prohibited.
To avoid difficulties in Tashkent or Almaty airports if you are
a transit passenger from Kyrgyzstan, you will need to get a customs
declaration form filled out in Kyrgyzstan.
