Energia could place observation platforms of 18 to 21 tonnes in geostationary orbit. These platforms would provide continuous multiscpectral monitoring of the surface in the visual, ultraviolet, and infrared bands. Any environmental changes could be noted and radio and laser links used to command low orbit satellites to take a detailed look at the problem.
