The University of Calgary - Gorbachev Foundation Joint Trust Fund (UCGF) was
established in March 1993 by The University of Calgary and the Gorbachev Foundation
(Moscow). Its mandate is to encourage joint projects between Canadian and Russian
institutions which will contribute to the reform process in Russia. Funding for UCGF
has been provided by the Canadian International Development Agency (CIDA), and revenues
generated by activities of The University of Calgary together with the Gorbachev
Foundation. The Fund is administered by The University of Calgary, with advice and
direction provided by the UCGF Board.
UCGF supports activities designed to assist Russia in making the transition to democracy and a market economy. Within
this general mandate, four areas are given special consideration:
Democratic processes.
Northern studies (ecological and ethnic problems).
Socio-political and economic conditions for joint investment.
Natural resource development.
Two types of activities are eligible for funding: training projects and studies
leading to policy recommendations.
UCGF supports projects to a maximum contribution of $100,000. Projects may extend
up to three years with a completion date no longer than March 31,
2004. Funds are forwarded to the Canadian partner institution, which is responsible for the
financial management of the project.
Eligibility of Institutions: Recognized post-secondary institutions and research institutes or organizations in
Canada and Russia are eligible to apply for project funding. Applications from consortia may be filed, provided the consortiumis led by eligible institutions in Canada
and Russia. Institutions, colleges, private sector companies, NGOs, etc., without
independent eligibility may participate in a non-lead capacity as members of such consortia.
Application Process: Applicants for UCGF funding must first forward a Letter of Intent. This letter
should describe the nature of the project, its duration and expected funding, as well as the Canadian and Russian partner
institutions. If the project is judged eligible for funding, the applicants are asked to make a
full submission, which consists of a UCGF application and a full project proposal. Seven copies of the English version of the
submission must be filed by the Canadian partner with the UCGF Coordinator at The University of Calgary. Four copies of the
Full Project Application translated into Russian must be forwarded to the UCGF Coordinator at the Gorbachev Foundation in
Moscow, and one Russian copy to the UCGF Coordinator at The University of Calgary. The Russian partner is expected
to be an active participant in every aspect of the UCGF activity, from project development, through implementation,
reporting and evaluation.
