MEDA has run a Small Business Development Program in the Moscow suburb of Zelenograd for several years, assisting Russian enterprises with training in western business methods and providing access to credit for equipment acquisition and production space for small businesses. The project includes the creation of a "business incubator" in Zelenograd. MEDA works closely with the Russian group Association of Christians in Business.
