CPS is located in Donetsk University. Founded in 1992, it pursues two primary objectives: education and research. By introducing Western-style education, CPS hopes to promote the development of a democratic culture and open society in Ukraine. Additionally, CPS conducts regional public opinion polls and seeks to organize theoretically grounded and policy-relevant research on both the domestic and foreign politics of Ukraine and Eastern Europe.

CPS director Nemiria was educated at Donetsk and Kyiv Universities. Dr. Nemiria is a specialist in international relations and comparative politics. He is an Adjunct Fellow of the Center for Strategic and International Studies, Washington, DC.

CPS has an agreement with the Civic Education Project, based in New Haven, CT, for Western academics to teach social science courses at Donetsk University. CPS also has an active student exchange program with the Central European University in Prague.
