USSD and the International Institute for Energy Conservation have a joint project to strengthen the role of NGOs in the sphere of national energy policy and to increase public awareness of energy conservation issues and the development of sustainable energy alternatives. Its other goals include exchanging information and forming coalitions with other NGOs and businesses, preparing informational materials and training seminars about energy conservation, and promoting alternative energy in the political arena.

The idea to establish USSD was born in 1994 during an international workshop on local environmental policymaking. NGO leaders and local and regional administration officials agreed on the need for an organization that could evaluate governmental policies, laws, and regulations to determine those most favorable for Ukraine's development.

In 1995, in collaboration with Kyiv National University, USSD began the Sustainable Ukraine project. Between 1995 and 1997, members of USSD published over 20 articles and research materials on the problems of sustainable development in Ukraine. Members of the organization designed new courses in environmental science and policies for graduate students at the Kyiv-Mohyla Academy.

USSD works with the International Institute for Energy Conservation and the People-Centered Development Forum.
