The center was founded in 1992 by faculty and students at the Department of Journalism at Kyiv State University, but only officially registered as an independent nonprofit organization in September 1995. A main goal of the center is to investigate how a national journalism developed and was sustained in Ukraine and abroad.

As part of this project, the center has published Ukrainian Periodicals Abroad (Winnipeg and Kyiv, 1994). It also held a conference on this theme in early 1996. The center is working on the creation of a database on Ukrainian journalism from the 19th century to the present. It is also pursuing the expansion of its library's holdings of periodicals and materials on the history of national movements, Ukrainian culture, and national life among immigrants.

The center does not attempt to influence legislation or work for partisan political aims. It does not have any paid staff; all work is done by volunteers, most of whom are associated with the Institute of Journalism. It publishes a periodic newsletter.
