The center was established in early 1991 as a nonprofit, nonpartisan and nongovernmental research institution. A group of young journalists and political analysts established this interdisciplinary, policy-oriented research institution outside the traditional university system and not under state control�albeit with close ties to both the academic and the political worlds. Its purpose is to "enhance the awareness of the Ukrainian people of democracy and to further the analytical research of Ukrainian domestic and international politics and security."

UCIPR has hosted numerous conferences, workshops, seminars and round table discussions, and also produces a number of publications. These include: Ukrainian News, Military Bulletin, UCIPR's Notes, Ukraine in Documents, and the UCIPR Daily News Report, Research Update.

The center is working to establish a network of similar offices throughout Ukraine. Through these offices UCIPR plans to create a nationwide database of information on Ukrainian politicians, parties, public movements, enterprises and major events occurring in Ukraine since 1991. There are also plans for a new independent foreign affairs quarterly, The International Dimension.

In 1998 UCIPR began publishing Corruption Watch, a monthly e-mail bulletin which reports on corruption issues in Ukraine. A recent issue included an analysis of a new "Presidential Decree on Fighting Corruption" and the threat corruption poses in the military, and brief reports of corruption cases around the country.
