UCISS was formed in 1991 to study and analyze national, regional and global security issues. The center is an independent, commercial research, limited liability company. It brings together specialists working in multiple disciplines in order to carry out research projects. The center is able to attract leading Ukrainian analysts for individual and collective research by offering the studies on a contract basis.

Most of the center's experts are advisors and scientific consultants to government and the Ukrainian Supreme Rada (parliament).
