IBA is an international network of independent, nonprofit organizations working to foster global collaboration in medical education. The agency was created in 1992 by U.S. and Russian medical educators and the Ukrainian IBA office was opened in 1995 as a member of this international network.As part of an international project conducted by the U.S.-based Educational Commission for Foreign Medical Graduates, IBA-Kyiv administered the Clinical Skills Assessment Project in Ukraine during 1995. It also created a Testing and Learning Center, with support from USAID and IREX. The center, which focuses on standardized test development, is currently recognized to be the technological and administrative model for the Medical Licensing and Examination Piloting Project, a national initiative to develop standardized quality control of medical education in Ukraine.
