The center was founded in 1996 by the Ukrainian branch of International Society for Human Rights, Kharkov Juridical Society, Human Rights Protection Group in Kharkov, and Center of Education Initiatives in Kharkov. In 1997, the center organized its second international conference on education and human rights. It has developed curricula on human rights for three kindergartens, six schools and one college. Activists from the center give lectures, organize seminars, publish articles, and make public appearances on radio and television. The center has received two grants from the TACIS program and the International Renaissance Foundation. The center is a partner of Amnesty International.
