The Center for Educational Initiatives was founded by a group of Kharkiv scholars and educators in 1992 to support non-governmental groups working in the field of education and to promote new methods of teaching the humanities and social sciences. It creates new informational resources, organizes international conferences and workshops for university instructors, and establishes new educational institutions. CEI also provides technical training to local NGOs and has created a database of regional NGOs.
