CARD was formed in 1997 by the Rakhiv District Administration and Carpathian Biosphere Reserve to focus on sustainable development for the Rakhiv district. CARD has focused on improving the local economy through the promotion of eco-tourism. It has organized workshops to encourage villages to host visitors in their homes and has promoted homestay opportunities for tourists. CARD has also begun work on a youth center focusing on environmental education, established a business support center, produced publications, and organized conferences on sustainable development in mountainous regions. The office employs five paid personnel and six volunteers. It works with organizations in Slovakia, Romania, and Hungary.
