WIC was established in 1995 to help women realize their personal creative talents. The center runs the School of Applied Arts and Crafts, which offers two-month courses in traditional Russian folk art such as ethnographic dolls, traditional Russian lace, and national dress.

Over 300 women have taken part in these courses and have formed a Masters Club, which organizes art fairs and exhibitions for WIC graduates to display their work. The center recently established a Teenagers Business Center, which provides teenagers with vocational training.
