Strategy works to promote the development of civil society, the growth of local government, and the strength of the electoral process in Russia. The group aims to foster cooperation among a variety of reformers, including academics, entrepreneurs, politicians, and social activists. Sungurov is the author of numerous scholarly publications on such themes as the role of scientists in developing democratic structures and the state of civil society in St. Petersburg today.

Much of Strategy's efforts are directed at encouraging the growth of local government structures. The center worked with St. Petersburg duma deputies on a legislation project in 1995 to increase the responsibilities of local government, and has acted as advisors to the St. Petersburg governor on this same topic. Together with the University of Birmingham, Strategy organized a series of seminars on decentralization of government power in 1995. In June 1997, the group hosted an international symposium in St. Petersburg called Local Government Controls in Post-Communist Countries.
