SPASS was founded in 1989 by a group of researchers working to elect Andrei Sakharov for People's Deputy of the USSR. It currently unites approximately 700 scientists, scholars, educators, administrators, and policymakers from around Russia and the NIS. SPASS works to promote scientific freedom, open competition for funds, and collaboration with the government in the formulation of scientific policy. The group participates in national science policy and evaluates draft legislation pertaining to science. It also develops strategies for regional research and education. SPASS is the founder of a number of scientific institutes in Russia, including the European University in St. Petersburg, the St. Petersburg School of Religion and Philosophy, and the St. Petersburg School for Sociology of Science and Technology.
