Founded in 1997, the center is a project of the Know How Fund (UK) that provides consulting services for the restructuring of Russia's coal-mining industry. It offers technical advice on the safe operation and maintenance of mines for optimal output, assists in business-plan development and investment decisions, and has created a department for miners who have lost their jobs. The center has 28 employees and an affiliate office in Kemerovo, Siberia.
