The center was established in 1991 as an outgrowth of the Dartmouth Conference, a longstanding series of exchanges between Russian and American citizens. RCCE is dedicated to addressing the needs of civil society development in Russia through educational, research and publishing programs.
One of its most ambitious projects is the Civic Forum program, an ongoing series of discussions in local communities, public associations and educational institutions on issues of public interest. These are structured discussion groups that include a pre- and post-discussion questionnaire aimed at defining participants positions on issues. Discussions are moderated and attempt to bring out all points of view. RCCE has developed issue books to accompany these discussions. Discussions RCCE have organized include public participation, crime issue, family values, military service, environment issues, etc.
The most recent implementation of the Civic Forum is community wide discussions on the issues of local concern. This program taking place in Vologda, Cherepovets, Briansk, Nizhniy Novgorod, Krasnoyarsk, and Rostov-on-Don. Some more Russian towns are on the list for the similar projects.
Other programs include training local activists in community organization and development of school curricula and materials in civic education. RCCE works with more than 30 institutions nationally, including political parties, human rights organizations, educational institutions and private businesses. Russian center for Citizenship Educations has its representatives in Moscow, Volga region, North-West of Russia, Caucases region, Siberia, and Central Russia.
