Povolzhe (meaning "of the Volga region") was founded in 1996 to provide informational and technical support to local NGOs. The center offers consulting in accounting, taxation, management, project development, and relations with governmental bodies. It also maintains a database of nonprofit organizations in Samara oblast, other Russian cities, and abroad, as well as a library of literature on charitable organizations, nonprofit law, and European Council documents. The center has received financial assistance from the Eurasia Foundation, the British Know How Fund, and the BEARR Trust of the UK.
