The center was registered as a regional public organization in mid-1996 and has received the blessing of Serapion, Metropolitan of Tula and Belev. "Charitable, spiritual, and enlightening activities aimed at forming a Christian consciousness" are the main goals of the center. Members carry out their activities in penitentiary institutions of the Tula region (including one for minors�there are 12 such establishments altogether). Since early 1997, the center's representatives have been visiting a prison camp near Tula and reading katechizatorskie (catechism) lectures. The center is forming Christian libraries in prison colonies and also helping to build a church in one of them.

Work among the "unprotected strata" of the population (invalids, pensioners, and indigent students and families) is another sphere of the center's activities. Center members read lectures about the Christian faith and organise pilgrimages to sacred places in the Tula region and elsewhere in Russia when financial resources allow. The center does not have any regular financing and exists only thanks to small donations.
