The center was established in 1997 by the Russian-German Exchange to support the growth of third sector organizations in northwest Russia. It acts as a consultant for NGOs on legal, financial, and public relations issues and organizes seminars on such topics as NGO registration and how to set up a database. The center also advises organizations from abroad who are interested in starting projects in northwest Russia or in funding already existing programs.The center publishes Ptchela (The Bee), a liberal-minded newspaper that focuses on social issues and organizations in the St. Petersburg area. Archived issues of Ptchela are available at the center's Web site. A library of third sector resources is available at the center's offices.
Under the auspices of the MANGO program (Methodological Assistance for NGOs funded by the European Union), the center is currently researching third sector development in Russia's northwest region by surveying existing groups as to their needs and challenges, establishing statistics on NGOs, and organizing working groups among regional NGOs.
The center has ten employees and cooperates with other resource centers in Novogorod, Pskov, Petrozavodsk, and Arkhangelsk.
