The institute has received funding from the CIPE to assist in romoving barriers to the tranisition to viable private farming in Russia. To meet this goal, ISL will help create the legal and regulatory infrastructure governing agricultural land and use, assist in the privatization of the agricultural sector, and improve understanding of rights and legal issues related to private farm ownership.

Institute personnel also serve on working groups formed by the parliament and government to help draft various legislation. ISl receives state funding through the Russian Academy of Sciences, of which it is a component. The Institute is not, however, directly attached to a legislative or governmental body.
