The mission of the club, founded in 1992, is to foster excellence in journalism and the expansion of a free and open press in Russia and the NIS. Club members consist primarily of working journalists based in Moscow. At the end of 1995, 817 journalists, diplomats and associates were members.
Programs and accomplishments of the IPCC include:

A lecture series featuring hundreds of the most influential political, social, and economic figures in Russia and the world.
Large conferences on topics such as economic and political reform, current legislative issues, and commercial presentations.
Professional interaction parties featuring high level speakers and guests from the Moscow business community.
Media training programs bringing together Moscow-based foreign and Russian journalists, regional journalists, publishers, media executives, and information specialists.
Filing center with wire services, international communications, and a full service library stocked with refernce materials, books, and Russian and international periodicals.
Professional service departments offering a full array of audiovisual services, simultaneous and consecutive translation, event planning, etc.
Additionally, the club sponsors two journalism awards programs. Freedom of the Press Awards are presented yearly to individuals or organizations which represent the interests of a free and open press. 1995 recipients included journalists of Agence France Presse (for their Chechnya coverage) and journalists of NTV (Russian inde-pendent television).
Awards for Excellence in Reporting on Russia are given yearly by the IPCC and the Foreign Correspondents Association. Applicants in each of ten categories have their work judged by independent juries composed of journalists and media professionals.
