The organization "Panorama" evolved from the newspaper of the same name, which began publication in April 1989. Operating for the first year and a half as an unregistered newspaper, Panorama specialized in chronicling the emergence of new political organizations. The newspaper was especially interested in the views of these organizations' leaders.

Panorama set up a database entitled LABYRINTH which contains information on the following subjects: political parties, public organizations, parliamentary factions, state structures, trade unions, commercial businesses, banks and mass media all over the former Soviet Union, biodata on politicians and state officials, and data on Russian regions. LABYRINTH includes 7000 cross-referenced files.

Panorama functions not only as a news agency, but also as a think-tank, and the organization is very focused on extreme nationalism in Russia. Panorama has produced a number of reports on the extreme right and in 1996 published a comprehensive report "The Political Extremism in Russia," funded by The National Endowment for Democracy. 5000 copies of this report were distributed with the support of the Moscow Anti-Fascist Center.
