Founded in 1996, the Naukograd Development Union was created to develop the infrastructure of the Russian science community which consists of "Naukograds" (Specialized sites with the greatest scientific and technological potential). The organization was founded with the administrations of 16 'naukograds,' the 20 greatest scientific centers and some persons whose positions are equivalent. The goal of the Union is to build new conditions for the development of Naukograd sites as well as elements of the state system of investigations and new technologies.

They are currently seeking contacts with nongovernmental funding organizations and organizations in their sphere of interest.
