Interlegal was founded in 1989 "to promote the growth and development of the independent sector throughout the former Soviet Union." It provides legal consultations to government agencies and NGOs and conducts research on the third sector.

At the request of the Duma Committee on the Affairs of Public Associations and Religious Organizations, Interlegal drafted legislation covering the registration of NGOs and charitable activity. It has provided similar assistance to the Moscow City Government. It has also provided more than 400 consultations to NGOs.

It also compiles databases on NGO activity in regions where it has offices: St. Petersburg, Nizhnii Novgorod, Irkutsk, Odessa, and Almaty.
