A member of the Soros Foundations family, the International Science Foundation was founded in December 1992 to enable scientists in the former USSR to continue working during the economic crisis in the region. ISF has provided emergency grants to more than 20,000 scientists and has supported more than 3,500 long-term research projects.

A major priority of ISF is to provide scientists in the NIS with access to their colleagues in the West. It gives grants for scientists to attend conferences abroad and sponsors delivery of Western scientific journals to more than 350 academic libraries. ISF also provides researchers with access to the Internet and has underwritten major Internet infrastructure projects in Moscow, Novosibirsk, Yaroslavl, and Kyiv.
